- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E136, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology plans to procure on a sole source bases with FEI Company, 5350 N.E. Dawson Creek Dr., Hillsboro, OR 97124 for maintenance of the government-owned FEI Electron Microscope TF30 Polara Serial number D256. The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System Code is 811219 and the business size standard in $19.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. It has been determined that there is no opportunity to acquire green products or services under this procurement. The contractor shall provide all labor, material and equipment to provide preventive maintenance for the government-owned Tecani F30HE Electron Microscope S/N D256. The contractor shall provide: 1) One (1) preventive maintenance inspections per component during the contract period; 2) emergency repair services on an unlimited basis during the term of this contract, a technician shall arrive within 24 hours.; 3) software service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and troubleshooting of the operating systems; and 4) all required replacement parts, with the exception of consumable parts to include batteries. Parts shall be new or remanufactured to original equipment specifications. Personnel shall be factory trained and experience in servicing the type of equipment covered by this contract. All primary service personnel shall have at least one backup support who shall have at least the same level of expertise on the equipment covered by this contract. This maintenance agreement is required to maintain laboratory accreditation. To maintain the highest standard performance, complex scientific instruments are required to be maintained and serviced by the original manufacturer. The nature of NCI's research requires utilization of this instrumentation around the clock and often over weekends. Thus, the NCI cannot afford lengthy periods of down-time. FEI has manufacturer-trained service engineers on site Monday through Friday and some parts are also kept on site. The proximity of manufacturer-trained service engineers and OEM parts that are designed for the instrument, require this contractor to be the sole award recipient for this service contract. FEI stocks spare parts for the microscope which reduces the down time of NCI's clinical service. To sustain the high level of precision required for operation, periodic maintenance (beyond end-user ability) is required. Without such maintenance, generation of high quality, reproducible data is compromised. FEI is the sole vendor possessing the capability to inspect, repair, upgrade, and maintain the Electron Microscope, therefore is uniquely qualified to service NCI's electron microscope. NCI knows of no other source capable of providing these services. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00EST, on March 27, 2014. All responses and questions must be in writing and faxed 240-276-5401or emailed to Terry Galloway, Contracting Officer via electronic mail at gallowaytl@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
