- This is a synopsis/pre-solicitation notice for non-commercial services as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCCD Philadelphia seeks to award a Cost Plus, Fixed Fee purchase order using Simplified Acquisition Procedures (SAP) to The University of Michigan, 3003 South State Street, Ann Arbor, MI 48109-1274. The Naval Surface Warfare Center, Carderock Division (NSWCCD) Philadelphia has established a requirement to investigate novel membrane coatings. Membranes are used shipboard to separate oil from water to ensure environmental compliance. The process to investigate the membrane coatings is as follows: •1) Two types of coatings with antifouling properties will be investigated and compared to uncoated ceramic membranes Coating 1) Control - no coating Coating 2) POSS Coating 3) FluoroSilane Membrane Size: The test pieces will consist of small sections of typical laboratory scale membranes of approximately 2 inches in length and 1 inch in diameter. Tests will be performed in triplicate. •2) Determine clean water flux and SEM/auger/XPs images of unused membrane surface. •3) Expose the membranes to oil/water mixtures for 4 - 8 weeks. •4) Determine clean water flux and SEM/auger/XPS images of surface. •5) Prepare Progress reports every six weeks from Award Date to Final Report Completion. •6) Write Final Report. The required period of performance for the above services is date of award through 30 September 2014. The NAICS Code for this procurement is 541990. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
