Description

Notice: Sole-Source Announcement The VAMC, Cheyenne Wyoming, intends to negotiate a sole source under "Unusual and Compelling Urgency" per FAR Part 6.302-2 with "Agren Blando Court Reporting & Video, Inc." to provide Court Reporting Services scheduled for 05 - 06 November 2013. 1.Description of Action: a.Because of the urgent time frames, it will be impossible to solicit the requirement. Usually, the Cheyenne HRMS is given enough time to at least orally solicit local court reporting services, and more often, the price is below the micro purchase threshold. However, because of the short time frame, this has become an "Unusual and Compelling Urgency" in accordance with (IAW) FAR 6.302-2. The purpose of this emergency requirement is to procure court reporting service for one Administrative Investigation Board (AIB) appearance that shall be conducted over a span of two (2) days at the Cheyenne VA Medical HRMS, Wyoming. b.Services for one (1) on-site Court Reporter/Transcriber for an AIB. Previous court reporting services more-often fell below the micro-purchase threshold of $2,500. However, this AIB will span into two complete eight hour days of transcribing of which, there is a distinct probability price may surpass the micro-threshold limit. c. Agren Blando Court Reporting Services has been dependable and highly reliable when called upon by the Cheyenne HRMS to perform court reporting services. They have always exceeded our expectations of performance, and reasonable turnaround times for proving transcripts. Agren Blando provided certified court reporting personnel to include equipment, tools, materials, vehicles, supervisions, and those technologies and technical services commensurate to the court reporting industry. 2.Person of Contract (POC) Steven R.
