Description
NASA/ARC anticipates a requirement for design and development of electronics prototypes and engineering models in support of a proposed Mars-2020 investigation entitled Mapping alpha-particle X-Ray Spectrometer (Map-X). ARCs Map-X instrument will assist in the identification of rocks and soils which have the potential for harboring and preserving bio-signatures.Specifically, ARC intends to procure the design and development of the Camera Head Electronics and Control & Processing Electronics. The design will incorporate low-noise camera electronics for operating a Charge Coupled Device (CCD) imager in single x-ray photon counting mode with low background and high energy resolution. The hardware design must provide a low-risk implementation plan, operate successfully in high radiation environments, and be able to withstand the harsh thermal environment of the Mars surface. NASA/ARC intends to purchase these services from Baja Technology, LLC, subject to selection of the proposed investigation and the availability of funds. A sole source award is necessary because there is only a single contractor available with the required experience and proven capability as demonstrated via design and development of similar instruments with a successful performance record both in space and on the surface of Mars. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. PDT, March 29, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the Agency.
