Description
NASAs Goddard Space Flight Center (GSFC) intends to execute a six-month effective ordering period extension to the specialized suite of contracts that supply information technology (IT) equipment and software to the Federal Government through a Government-Wide Acquisition Contract (GWAC) specifically identified as Solutions for Enterprise Wide Procurement (SEWP) IV.The effective ordering period of the current SEWP IV contracts expires on April 31, 2014, and the requested six-month extension will extend this period through October 31, 2014. The following contracts listed below require the requested six-month extension to their effective ordering periods. An increase to the current maximum ordering value of $5.6B is not required, as the current value is considered more than sufficient to cover orders placed through October 31, 2014. This procurement action is being conducted in accordance with 10 U.S.C 2304(c)(1), only from a limited number of responsible sources.The highly automated and optimized acquisition schedule enables customers to get critical items for a wide diversity of projects and programs not obtainable elsewhere in the Federal Government within the required time frame.SEWP, unlike any other available GWAC, is centered on high end, state-of-the-art technology. Delay in the award of the extensions to SEWP IV contracts will result in serious injury to major Government programs by either the unavailability of the required hardware/software and/or additional financial cost. It is not practical or cost effective to conduct a full and open competition for six months of support as a precursor to the award of a follow-on contract. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 28, 2014. Interested organizations must provide documentation which establishes its capability in the required areas including documentation of past relevant experience. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
