- Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. VA250-14-Q-0234 is being issued as a Request for Quotations (RFQ) and the intent is to award a firm fixed price contract for services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. This requirement full and open competition after exclusion of sources, small business set aside, for commercial items under the North Atlantic Industrial Classification System (NAICS) 519130 Internet Publishing Broadcasting and Web Search Portals. Requirements: Network Contracting Office 10, 6150 Oak Tree Blvd, Independence, OH 44131, is seeking quotes for information dissemination for the FES Center. Specifically tasks include: a.Creation of collateral materials for targeted audiences, including scientific, clinical, and lay audiences. Collateral materials include website, pages and portals, illustrations, 2-d and 3-d animations, in both digital and print mediums. b.Develop biomedical, neurostimulation/neuromodulation illustrations and graphics precisely and accurately representing scientific research programs and concepts for FES research programs c.Development of website, page and portals, drawing information from published articles and studies in scientific journals for dissemination to appropriate contacts. Will include illustration 2-d and 3-d animations. d.Create and distribute FES Center newsletter (electronic and print) on a monthly basis, working closely with investigators, research patients and communications manager for content creation and development e.Coordination of professional FES research photos. Contractor will be responsible for photographing medical devices located in Cleveland. The devices cannot be shipped. VA may also have other contracted photographer present at events and vendor will be required to coordinate with them. f.On a monthly basis, creation of digital and printed pieces for distribution via web and hard-copy handouts for the development, promotion and maintenance of FES Seminars and Scientific Presentation for FES-hosted researchers and their respective research programs g.Develop and maintain graphics package templates to facilitate information dissemination for educational seminars/presentations h.Review and identify popular media news that identifies the Cleveland FES Center, document and distribute to identified contacts i.Monthly updates to recurring education materials for seminars and presentations (electronic and print) j.Creation of Neurostimulation and neuromodulation presentation templates, coordination of webstreaming and hosting seminars, and accessing existing social media library k.As needed graphic design work Qualifications: -Five or more years of progressive experience in graphic design, collateral layout, and creation using the Adobe suite of software, specifically for medical and scientific programs -Experience working with collaborative, multi-institutional organizations -Background in advanced biomedical illustration; experience with neurostimulation and neuromodulation related research, materials, media designs and layouts, is preferred. To bid: Please submit a resume detailing your experience and qualifications, as well as two samples of your work. The VA estimates needing approximately 176 hours' worth of services per calendar year. The period of performance for this contract will be from the date of award through September 30 2014, with two one year options. (October 1, 2014- September 30, 2015 and October 1, 2015- September 30, 2016) Quotes with additional features will be considered, provided the minimum requirements of the Government have been met. Please provide pricing on a per hour basis. NOTE: The Government reserves the right to award without discussions, vendors shall submit the most favorable terms. Invoices shall be submitted in accordance with Federal Regulations 52.212-4(g) and shall be submitted to Financial Management Provisions and Clauses: The clause at 52.219-5 Notice of Total Small Business Set Aside is applicable to this procurement. The provision at 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. Award will be made on the basis of Lowest Price Technically Acceptable. Offeror Representations and Certifications- Commercial items, with offer. The clause at 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition, to include the following addendum to the clause: None. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition which shall include the following clauses: 52.222-21, 52.222-26, 52.222-35, 52.22236,52.222-37,52.225-3. The preceding Federal Acquisition Regulations (FAR) clauses and provisions may be accessed on the Internet at http://www.arnet.gov/far.
