Description
The Veteran Affairs Medical Center (VAMC) Mt. Home, Tennessee has a requirement for various nonrecurring maintenance (NRM) construction projects between $2,000 and $2,000,000.00. Work to be performed shall consist of all phases of general construction, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving and earthwork, carpentry, concrete, roofing, site work, excavation, interior renovation, carpet/window/door installation, electrical, steam fitting, plumbing, exterior/interior painting, plaster/stucco, demolition, masonry or metal stud and sheetrock work, installation of acoustical ceilings and light fixtures, HVAC/Flooring installation, and other construction related work required to support the Department of Veterans Affairs Medical facilities, structures, or other real property located on Mt. Home, Campus, and Community Based Outpatient Clinics located in Bristol, VA; Jonesville, VA; Knoxville, TN; Marion, VA; Morristown, TN; Norton, VA; Rogersville, TN; Sevierville, TN; and Vansant, VA. The objective is to issue a Multiple Award Task Order Contracts (MATOC) solicitation seeking General Construction Contractors and award prior to May 23, 2014 to support these ongoing construction requirements. The MATOC is a competitive indefinite delivery/indefinite quantity (ID/IQ) construction acquisition based on general specifications contained in the Statement of Work (SOW) within each Task Order. The individual Task Orders Firm Fixed Price minimum ordering amount shall be $2,000 and maximum amount shall be $2,000,000.00. The maximum MATOC dollar capacity is $40 million. Each MATOC shall be for a one (1) year Base Period with four (4) additional one (1) year option periods. Selected MATOC recipients will be provided a fair opportunity to compete for Task Orders. Task Order ordering/issuing procedures provided in the Administrative and Special Contract Requirement section and elsewhere in MATOC shall apply to all Task Orders issued. Task Orders shall not include Architect/Engineering Services, however, shop drawings and as-built drawings may be required from the contractor. Prospective offerors shall be required to identify the proposed office(s) location and identify Project/Program Manager involved in the execution of the task order. The offeror Project/Program Manager assigned to this contract/task orders shall be located, either by virtue of his main office or a satellite operation base, within an area permitting a maximum of a four (4) hour response time to the Mt. Home Medical Center. Said office or satellite base must be operational within 30 days of contract award and throughout the duration of the contract, and shall be open for business from 8:00 am to 4:30 pm, Monday through Friday, excluding federal holidays. NAICS Code 236220 is applicable to this requirement. The Small Business size standard is $33.5M. While the primary NAICS code is 236220, other NAICS codes applicable to task orders to be issued under the MATOC are as follows: 237110 - Water and Sewer Line and Related Structures Construction 238910 - Construction, repair and alteration of Site Preparation 237990 - Other Heavy and Civil Engineering Construction 238110 - Poured Concrete Foundation and Structure Contractors 238120 - Structural Steel and Precast Concrete Contractors 238140 - Masonry Contractors 238150 - Glass and Glazing Contractors 238160 - Roofing Contractors 238190 - Other Foundation, Structure, and Building Exterior Contractors 238210 - Electrical Contractors and Other Wiring Installation Contractors 238220 - Plumbing, Heating, and Air-Conditioning Contractors 238290 - Other Building Equipment Contractors 238310 - Drywall and Insulation Contractors 238320 - Painting and Wall Covering Contractors 238330 - Flooring Contractors 238340 - Tile and Terrazzo Contractors 238910 - Site Preparation Contractors 238990 - All Other Specialty Trade Contractors This acquisition will be conducted in accordance with FAR 15-101-1, Negotiated Procurement utilizing the Tradeoff Source Selection process with the intent to award multiple Firm-Fixed-Price MATOC contracts. The terms of the MATOC contracts will be for one (1) year Base Year Period, and four (4) one year option periods. This solicitation will be a 100% Set-Aside for Service Disabled Veteran Owned Small Businesses. To be eligible for award, at the time which offers are due and delivered to the Contracting Officer, the offeror must be listed and viewable in the Vendor Information Pages in the VetBiz registry at www.vip.vetbiz.gov. The Vendor Information Pages will be checked at the time of receipt of all offers, as well as prior to award. In addition, offerors are further advised that compliance with VAAR 852.219-10 shall be enforced and monitored to ensure that the minimum self-performance requirements are being met by the SDVOSB contractor. Prospective offerors must also be registered in the System for Award Management (SAM) database. Firms can register via the SAM Internet site at https://www.sam.gov/portal/public/SAM/. No telephone or email requests regarding this announcement will be responded to. The solicitation will be available for download on or before March 24, 2014. VA will not maintain a manual list of interested firms. It is the prospective offeror's responsibility to monitor this site for the release of any changes or updates to this solicitation announcement.
