- The U.S. Army Corps of Engineers, St. Paul District, intends to award a sole source purchase order to Ross Laboratories, Inc., 3138 Fairview Ave. E., Seattle, WA 98102-3097, to provide on-site maintenance service on the Ross Survey Equipment, for the Channels & Harbors Section, in Fountain City, WI. This synopsis is a Notice of Intent to issue an award under other than full and open competition and should not be considered a request for competitive proposals. The determination not to open subject require to full and open competition was met in accordance with FAR Subpart 6.302-1 and is solely at the desertion of the Government. The determination not to compete this proposed procurement was made because Ross Laboratories, Inc. is the only provider on the commercial market that currently possesses the legal and proprietary rights to the maintenance contract for the hydrographic survey systems located at the Fountain City Service Base. Ross Laboratories, Inc. uses proprietary software and hardware for the survey systems that was originally purchased through them. Information received will be considered solely for the purpose of determining future procurements.
