- Synopsis: This is a sources sought notice and synopsis announcement. This is not a solicitation for proposals and no contract shall be awarded from this Request For Information (RFI). No response will be provided for requests for a solicitation. This sources sought notice is published to assist the Government for market research purposes only. The Government will not reimburse contractors for any costs associated with responding to this sources sought notice. Description: The Defense Threat Reduction Agency (DTRA) requires a non-personal services contract to implement Hewlett Packard's Autonomy Control Point, Enterprise Search, Content Management and Records Manager. The mission of the Defense Threat Reduction Agency (DTRA) is to safeguard interests of the United States from Weapons of Mass Destruction (WMD) by controlling and reducing the present threat, preparing for the future threat, and providing quality tools and services for the Warfighter. In order to support this mission, the DTRA Information Operations Directorate, J6, maintains many sources of data, in various formats types that are structured, semi-structured, unstructured, transactional, and archived which resides internal and external to the network infrastructure. DTRA requires HP Autonomy to capture, index, categorize, correlate, link, integrate, and unify, many sources of data. Autonomy Control Point & Legacy Data Clean-up provide a capability for rapid data analysis and information searching by indexing all content into a central IDOL store to provide a broader and analytical view of the content through several graphic dashboards that help with the critical decision making for planning, budgeting, deploying solutions to world events. Scope and Timeframe: The Autonomy Control Point Enterprise Search and Content Management System implementation shall provide a solution by indexing all content into a central location. This will provide a broader view of the content through several graphic dashboards that help plan a content roadmap or rapid decision process to agency first responders, and senior leaders to be able to effectively and efficiently respond to world events. Implementation of this system will consist of building the infrastructure on current virtual server DTRA environment as shown below. 1) Software shall be purchased and licensed on behalf of DTRA. 2) Provide engineering support to build the virtual production environment for software installation and support all IA actions necessary to bring the software to operations status and sustain through the life of the implementation. a. Install/configure Autonomy Search b. Install/configure Control Point c. Install/configure Enterprise Content Management d. Install/configure Records Management 3) Provide engineering support to configure, demonstrate full capabilities, setup policies, data discovery, clean-up, indexing and categorizing, build data queries, and report dashboards. a. Data file sources will include but not limited to Excel, PowerPoint, Word, Portable Document Format, and Microsoft Access up to 300 terabyte for pilot. b. Use cases data sources will include but not limited to DTRA Websites, Operation Center data sources, MS SQL databases, mission systems, email, and network share drives up to a maximum 300 terabyte for implementation. c. Provide sample dashboards and reports based on pilot data sources 4) Work with use case owners to perform data discovery, tagging, indexing, categorizing, data clean-up, and enterprise search a maximum of 300 terabyte. 5) Produce clean production environment after successful completion of the implementation. a. Provide cross training, demonstrations, for DTRA personnel on administration, configuration, development, tool capabilities and end users. b. Use case for remaining data sources will include email, SAN, remaining network share drives up to a maximum of 300 terabyte. c. Develop dashboard and reports from search queries, criteria, and data sources 6) Provide HP Records Management full software capabilities for DTRA records management system using production data sources. The estimated Period of Performance (PoP) for the contract is two years (24 months) from contract award. Location: Work will be performed at the Defense Threat Reduction Center located at Fort Belvoir Va. Capabilities Statement: Sources sought responses shall reflect both corporate capabilities and prior experience implementing Autonomy Control Point, Enterprise Search, Content Management and HP Records Manager within Department of Defense (DoD) environments. Responses are limited to a capabilities sheet of no more than 5 pages. Company information should include DUNS number, CAGE code, qualifications and experience in work of this nature, point of contact, phone number, fax number, e-mail address, business size, and small business classification (8a, HUBZone, etc.) if applicable. Non-profit organizations must also indicate size (small business or large business). Within your response, please also include information on your current DoD Facility Clearance and your ability to provide 8570 complaint personnel. You should also indicate if your company is currently providing services under any DoD or federal contract including GSA Schedule for the services described above. If your company is currently performing similar services for the Government, please include the applicable contract number. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This synopsis is for information planning purposes only and the Government will not pay or otherwise reimburse respondents for information submitted. All documentation and statements received shall become the property of the U.S. Government. Unless otherwise stated herein, no additional information is available. Requests for the same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
