- The purpose of this amendment 001 is to add the delivery date for all listed units is no later than Monday April 7th, 2013 to the Cougar Rock Campground Ranger Station Parking Area for a pre-acceptance inspection of the equipment by the NPS operator. **Due to road construction and possible delay, please make contact with someone at the contracting office at Mount Rainier National Park during business hours Monday - Friday 07:30 am to 04:00 pm within 48 hours of delivery to coordinate on having an NPS available to inspect and accept the units. Primary contact: Hal Hoversten at 360-569-6542 or alternately the Park Dispatch office be contacted at 360-569-6600.** This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR Subpart 12.6; utilizing the streamlined evaluation of offers as described in Subpart 12.602(a); as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72, effective January 30, 2014. This is a total small business set-aside. The solicitation number is P14PS00521, and the solicitation is being issued as a request for quotation (RFQ). The NAICS code is 532412 with a small business size standard of $7.0 Million receipts over the past three (3) years. This solicitation will result in a single firm, fixed-price purchase order. Mount Rainier National Park has a requirement for the rental of the following construction equipment for a period of four (4) months to the Cougar Rock Campground, the FOB acceptance point, which is located approximately fourteen (14) miles north of Ashford, Washington on State Highway Route 706. This can be accessed along the route through Mount Rainier National Park's Nisqually Entrance located on the southwest side of the Park. A map can be located at the Park website under "Park Tools": http://www.nps.gov/mora/index.htm Quotes shall include the following items: 010 One (1) John Deere 135 brand name or equal (30,500 lbs); zero clearance with thumb and blade, 2 ft bucket. 020 One (1) 5 CY Dump Truck; a model that does not require a CDL driver to operate. 030 One (1) John Deere 310 brand name or equal (15,000-16,000 lbs); with pilot controls and "extend-a-hoe" adaptor. 040 One (1) John Deere 50 brand name or equal (10,560 lbs); zero clearance with thumb and blade. 050 Conversion of all units to bio-lubricants, oils and grease. 060 Round trip delivery/pick-up charges to/from the Cougar Rock Campground Ranger Station parking lot area for pre-acceptance inspection by NPS operator. **For each line item 010 to 040: Please quote Hourly/Daily/Monthly rate for charges in excess of the four (4) month rental periods for each item 010 through 040. Please note: this is to be only acted upon with prior verbal authorization and signature of a modification to the purchase order by the Contracting Officer.** Grand total, one lump sum $_______________ Special Requirements: All units shall be washed and cleaned of environmental contaminants prior to delivery. Warranty and Payment: During the rental period, the contractor shall guarantee against defective equipment and shall make repairs to, or exchange faulty equipment without cost to the Government. Payments shall be on a lump sum basis; invoices may be submitted monthly, to include one original company invoice form. Payments and invoices will be made through the Department of the Treasury's Internet Payment Platform, http://www.ipp.gov. The provisions at 52.211-6 Brand name or equal and 52.212-1, Instructions to Offerors-Commercial Items, applies to this solicitation. The Government will award a single firm fixed-price purchase order resulting from this solicitation to the most responsive and responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited: FAR 52.204-1, 52.209-6, 52.211-6, 52.219-6, 52.219-13, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-22, 52.222-26, 52.223-18, 52.225-1, 52.225-3 Alternate I, 52.225-13, and 52.232-33.
