Description
On or about 31 March 2014, this office will issue a Request for Proposal (RFP) for Ecosystem restoration of Nippersink Creek, located at McHenry County Conservation District, 7210 Keystone Road, Richmond, IL 60071. The solicitation will close on or about 30 April 2014. This solicitation is a TOTAL SMALL BUSINESS SET ASIDE. A site visit for the project will be held. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). See Section 00100, Clause 52.236-27 SITE VISIT (CONSTRUCTION)(FEB 1995) in solicitation. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. Project Description: (Approx. quantities) This project contains two parts. The first is to perform work to restore the stream channel of Nippersink Creek to reflect a more natural stream by constructing cobble riffles, stripping and grading the stream banks, and then planting stream banks with appropriate native vegetation. In addition to stream restoration, approximately three acres of swale habitat will be created by excavating material to fill the existing ditch. The swale would then be appropriately planted with native wetland plugs and other native plants. The second part of the project will include seeding and planting to restore native plant communities throughout the site. Approximately 550 acres of native plant communities will be eradicated of invasive and non-native vegetation via herbicide application and hand removal. In addition 275 acres of sedge meadow, 98 acres of wet prairie, and wet mesic oak Savanna will be restored physically or through the use herbicide. The estimated construction cost of this project is between $5,000,000 and $10,000,000. The contractor will be required to commence work within 10 calendar days following their acknowledgement of the notice to proceed, and complete the work in the proposed number of calendar days (Not To Exceed 1825) after acknowledgment of the Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate, and complete.
