Description
The response date is now revised to March 17, 2014, 12:00 PM, EST. Below is a list of clarification questions from potential offerors followed by responses from the Department of Education. 1.Q: Is this a government-owned facility? If not, how will the lease agreement work with the vendor? Does the vendor need to provide a parking facility? A: The vendor must provide a parking facility that is within the stated two (2) block radius of Potomac Center Plaza, 550 12th S.W., Washington, DC. 2.Q: What is the competition type? A: This is a full and open competition. 3.Q: Is there any possibility of making this a small business? Can this be extended to March 20, 2014? A: Both small and large businesses are encouraged to submit proposals. An extension will not be granted. 4.Q: If I have read and understood this package, in order for my company to participate in this bid we must first either own or lease a garage according to your specifications, is that correct? A: Yes, the vendor must provide its own parking facility. No further responses will be provided. The U.S. Department of Education (Department), Office of Management (OM), Management Services, Transportation Services Division has a parking requirement for one hundred and seventy-five (175) parking spaces within a two (2) block radius of Potomac Center Plaza (PCP), 550 12th St S.W., Washington, D.C., for Department staff who work in the building. Of these one hundred and seventy-five (175) parking spaces, the Department is requesting one hundred and sixty-nine (169) regular parking spaces (a minimum of nine (9) feet in width and nineteen (19) feet in length) and six (6) reserved handicapped spaces (which are required to be at least ninety-six (96) inches wide). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. The principal place of performance shall be within a two (2) block radius of the PCP building, located at 550 12th St S.W., Washington, D.C. This combined synopsis/solicitation is subject to the availability of funds and does not obligate the Department to award a contract. Interested sources must submit information that demonstrates their ability to meet the requirements above, no later than March 12, 2014 at 4:00 PM, E.S.T. All proposals must be submitted electronically to the attention of Sadaf.Afkhami@ed.gov, Contract Specialist, with a carbon copy to Desandre.Woodard@ed.gov, Contracting Officer. Below is a list of contract line item numbers including options: CLIN 0001: Base Period: April 1, 2014 to March 31, 2015 CLIN 0002: Option Period 1: April 1, 2015 to March 31, 2016 CLIN 0003: Option Period 2: April 1, 2016 to March 31, 2017 CLIN 0004: Option Period 3: April 1, 2017 to March 31, 2018 CLIN 0005: Option Period 4: April 1, 2018 to March 31, 2019 The Department anticipates awarding this requirement as a firm-fixed-priced contract type. Proposals may be submitted on a company letterhead. Proposals shall include the solicitation number, company name, point of contact, address, phone number, email, fax number, tax identification number, DUNS number, and business size status (e.g., Other than Small, 8(a), Small Disadvantaged Business, HUBZone, Woman Owned Small Business, Etc.). Offer must be valid for 45 calendar days after submission. Proposals are limited to 5 pages, including a cover page. Please note that offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items and Department of Education Acquisition Regulation (EDAR) Provision 3452.209-71-Conflict of Interest Certification. In addition, the offeror must identify the contract administrator as required by General Provision 306-8. This solicitation and its corresponding provisions are those in effect through Federal Acquisition Circular Number 2005-72. The basis for the award will be best value through trade-offs; therefore, the Department may award to other than the lowest-priced offeror. The Government will conduct a tradeoff analysis based on the proximity and price of all technically acceptable offers. See Attachment B for Applicable Clauses and Evaluation.
