- The Internal Revenue Service (IRS) BEP IT Acquisition Branch intends to award on a sole source basis to MDI Security, Inc., 1500 Network Blvd., San Antonio, TX 75249 for MDI Access Control and Monitoring System (MDI ACAMS) annual support and maintenance. The System required can only be provided by MDl Security Inc. because MDl is the available vendor with the level of certification authorized to support BEP's MDl requirement and no other known vendor support these requirement. The period of performance is 5/3/2014 - 5/2/2015 with four one-year option periods. MDI Security, Inc. will provide the following services: 1. Monitor Dynamics Support and Maintenance: The BEP requests direct access via both the telephone and email to Monitor Dynamics technical analysis for problem resolution, bug reporting and technical guidance. Monitor Dynamics problem resolution assistance shall include: (a) Diagnostic information review(s) to help isolate the cause of a problem, (b) Prioritization of problems based on problem severity, (c) Defect resolution, (d) Installation issues/questions, (e) Usage (How To questions), (f) Specific usage/installation questions for documented functions, (g) Product compatibility and interoperability questions, and (h) Software patches and fixes. 2. Technical Support shall answer product specific, task-oriented questions regarding the installation and operation of currently supported Monitor Dynamics software. Monitor Dynamics shall provide a 2 hour response time on Severity 1 and 2 issues and a 12 hour response time for Severity 3 and 4 issues: Severity 1: The problem causes complete loss of service. Work cannot reasonably continue, the operation is mission critical to the business and the situation is an emergency. Severity 1 problem has one or more of the following characteristics: Data corrupted A critical function is not available, System hangs indefinitely, causing unacceptable or indefinite delays for resources or response, System crashes, and crashes repeatedly after restart attempts. 3. Monitor Dynamics shall work with the BEP to resolve: -Severity 1 problems until the issue is resolved or as long as useful progress can be made -Severity 2 the problem causes a severe loss of service. No acceptable workaround is available; however, operation can continue in restricted fashion. -Severity 3 the problem causes minor loss of service. The impact is an inconvenience, which may require a workaround to restore functionality. -Severity 4 the problem causes no loss of service. The result is a minor error, incorrect behavior, or a documentation error that does not impede the operation of a system. The Government intends to solicit and award with one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement via e-mail of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 5:00 pm (EST) on March 21, 2014. E-mailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt. All inquiries and concerns must be addressed in writing via e-mail to Mohammad.Ahsan@irs.gov. Vendors must include evidence as authorized Re-sellers of the product and licensed service provider including applicable Manufacturer's Warranty. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
