- Please note the deadline for submission of proposals has been extended to 4:00PM, Tuesday, April 8, 2014 and the following questions have been answered by the grantee. Terms of Reference Task 1 1. "The Contractor shall review MERALCO's medium and long-term modernization objectives..." - Define MERANCO's short term, medium term and long term in number of years. Short Term: 2 years, Medium Term: 5 years, Long Term - 10 years 2. Are all the documents listed under Task1 publicly available? If not, will MERALCO help obtain these documents? There will be some data that will have to be provided by MERALCO for the selected contractor subject to a Non-Disclosure Agreement (NDA). 3. "The Contractor, in consultation with the Grantee, shall review MERALCO's existing business case, concentrating on its smart grid, DR, and renewables sections, to determine whether changes are required to the following business case components:" - Was there any cost benefit analysis done while developing the business case? If so, will MERALCO share this report? Yes there was and we will share this with the selected contractor subject to an NDA. Terms of Reference Task 2 4. Does MERALCO currently have any voltage-VAR optimization (VVO) application? Please describe. Yes we have a built in VVO function with our SCADA DAS (Centralized Processing) available for Sub-transmission and Distribution system, but currently we are only able to run it on our sub-transmission level in an open loop mode " advisory". For the distribution, it is still undergoing validation and assessments because it is still being tested on our Pilot Area covering one substation only using the same open loop mode. It is also noteworthy to mention that MERALCO is acquiring a new system called Advance Distribution Management System (ADMS with FLIR/IVVO and much more features) from to replace our legacy Outage Management System. Hence we would like for the winning consultant to consider the functionalities included in the ADMS to come up with a proposal that will more or less be aligned. 5. "Sufficient amount of customers; comprised of industrial, commercial and/or residential; that would enable a load elasticity required for DR to function (about3-4 MW per substation)" - Has there been any study done previously to indicate how much load under DR would be needed to demonstrate sufficient load elasticity? What was the 3-4 MW per substation based on? Yes there was a study on a general approach of Smart Grid Technology benefits for Meralco. For DR the assumption was 5% of peak load. 3-4MW is based on the expected amount of DR per substation. 6. "RE generation concentrated on one to two feeders such that approximately 20% of RE generation at these feeders (2-4 MW)" - 20% of what? 20 of feeder loading, around 10 to 20 MW per feeder. 7. "The Contractor shall develop at least three (3) alternative Pilot Project designs" - Other than cost aspect, what should be the distinguishing features of these alternate designs? Can be ease of implementation, readily available products and vendors, industry practice and technology, aligned with our Regulatory Laws and Guidelines 8. "The Contractor shall also have at least two (2) working meetings with the Grantee to discuss the deliverable and shall incorporate any comments the Grantee may have on the proposed Pilot setup into the Task deliverable." - Where will these meetings be held? Who would be the participants? Can these meetings be conducted remotely? This should be done in the Philippines. Terms of Reference Task 3 - Pilot Project Cost Estimate 9. "The Contractor shall estimate the all-in lifecycle cost for the proposed Pilot Project system based on the project plan developed in Task 2. The Contractor shall be responsible for recommending the least-cost capital investment plan associated with the Pilot Project." - How many years of life span shall be assumed for estimating all-in lifecycle cost for the Pilot Project? At least 15 years. 10. "The estimate shall include the cost of materials, labor, logistics, contingencies for implementation, design, engineering, and construction costs and identify the foreign and local cost components." -Will MERALCO share current cost data of local products and services pertinent to this analysis? Yes if it is needed. 11. "The estimated precision is expected to be at least within 75th percentile" - How will this be measured/verified? This needs to be proven by the Consultants who will do the estimates. Terms of Reference Task 4: Preparation of Procurement Documents and Bid Specifications 12. "Once the Pilot Project design and cost have been approved by the Grantee, pursuant to Task 2 and Mandatory Contract Clause G(3)(b)(ii), the Contractor shall provide a procurement package, including all documents, descriptions, performance criteria, terms of reference (ToR) and similar materials necessary and appropriate to support the procurement of the integrated IT system described in these ToR." - The ToR does not mention about fault isolation/ restoration (FLIR) although page 17 of the RFP states that "Part of the required technical specifications includes the necessary capabilities of the Fault Location Isolation & Restoration". Please confirm whether FLIR is to be included in the procurement document and bid specification along with the VVO. The Consultant should ensure that FLIR or Volt VAR functionalities will operate properly with Demand Response/Embedded Generation proposal hence, technical specification for FLIR/IVVO is required and it may or may not be part of the scope of procurement. 13. Technical specification and budget for Analysis of efficiency (Smart Grid focused DMS, item d) - Does this include work processes and people (operator/dispatcher/field crew) both? Yes, for a more complete analysis. Terms of Reference Task 5: Environmental and Social Development Impact Assessment 14. Has there been any assessment done previously? Will MERALCO share report from previous assessment, if any? Yes, but not very focused on DR. We will share this with the selected contractor subject to an NDA.
