Description
THIS IS A PRESOLICITATION NOTICE. This presolicitation notice, in accordance with the Federal Acquisition Regulation (FAR) 5.204, is posted by the General Services Administration (GSA), Federal Acquisition Service (FAS) to announce the intention to issue a Request for Proposal (RFP) for the Veterans Health Administration (VHA), Office of Emergency Management (OEM), Multi-Use Vehicle (MUV) program. The MUV procurement will be a single award Indefinite Delivery/Indefinite Quantity (ID/IQ) Firm Fixed Price (FFP) solicitation/contract using Full and Open Competition after Exclusion of Sources procedures under FAR 6.203 - Set-Aside for Small Business Concerns. Scope of Work (Purchase Description) This solicitation is for a commercial item vehicles and the Purchase Description (PD) is designed to enumerate the technical, design and performance characteristics for the VHA, OEM Multi-Use Vehicles (MUVs). These vehicles are intended to fulfill the critical needs of the VHA, OEM during disaster response operations in support of VHA facilities and services anywhere in the nation. Twelve (12) MUVs are envisioned to be allocated to each of 11 VHA OEM regional offices, plus the VHA continuity of government alternative location, ensuring the ability to respond anywhere in the contiguous 48 states within 10 hours. In order to maximize the benefits of the VHA investment, these emergency support vehicles will be self-supporting and designed to allow fulfillment of a variety of emergency services during disaster response, such as: resilient multimodal voice and data communications; operations center; patient evacuation; emergency supply transport; staff support; staff shelter; or emergency power supply. The MUVs will follow a flexible and modular design concept that will allow the later addition of other capabilities not yet envisioned. To supplement the original number of MUVs, an additional quantity of eight (8) MUVs is under consideration and maybe ordered. The MUVs will be configured with a medium duty crew cab chassis and shall provide a multi-functional platform to support VHA emergency communications of data, video, and patient data via VHF +HF radios, VSAT, VOIP, and Wi-Fi systems. The MUVs shall be self contained to support a crew of four. The MUVs shall be capable of supporting Basic Life Support for two (2) litters or four (4) ambulatory patients. The MUVs shall be capable of exporting Alternating Current (AC) power from the on-board generator. Chassis, body and equipment and accessories shall be provided as specified per the GSA Purchase Description. The operating ambient temperature range will be from -10 degrees F to +120 degrees F. Period of Performance: The period of performance is from the date of award for one (1) base year followed by one (1) option year. Once the MUV ID/IQ contract is awarded, delivery orders will be issued and awarded in accordance with FAR 16.505 procedures. Other: The final solicitation will be available on or about March 31, 2014. The due date for receipt of proposal will be stated in the solicitation.
