SF30 Amendment 0003 PROJECT TITLE: NEXRAD Power Converter Assembly, Encoder, DC to DC Converters LOCATION OF WORK: Vendor's Facility NAICS CODE: 335999 All Other Miscellaneous Electrical Equipment and Component Parts Manufacturing. The small-business size standard is 500 employees. SET-ASIDE STATUS: Service Disabled Veteran Owned Small Business DESCRIPTION: The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) Radar Operations Center (ROC) requires 800 Power Converter Assembly, Encoder, DC to DC Converters. Specifications will be provided with the solicitation. NEXRAD (Next-Generation Weather Radar) is a network of 168 high-resolution Doppler weather radars operated by the National Weather Service (NWS), Federal Aviation Administration (FAA), and the U.S. Air Force (USAF). NEXRAD detects weather events and is the primary detection system used by the NWS to support issuance of severe weather warnings, and used by the FAA and USAF to support safety of flight operations. The WSR-88D ROC is responsible for complete life-cycle support of the radar network including system engineering, configuration management, and logistics analysis and support. The contractor shall be capable of providing 800 DC to DC Converters. FIRST ARTICLE - DELIVERY IS 30 DAYS AFTER RECEIPT OF ORDER CLIN 0002-First Article: Power Converter Assembly, Encoder, DC to DC, 2A1A3A10 (ASN 2300110-302) - 1ea. FIRST ARTICLE - DELIVERY IS 30 DAYS AFTER RECEIPT OF ORDER CLIN 0003-LIMITED RATE INITIAL PRODUCTION (LRIP): Power Converter Assembly, Encoder, DC to DC, 2A1A1A10 (ASN 2300110-301) - 15 ea. LRIP DELIVERY IS 45 DAYS AFTER ACCEPTANCE OF FIRST ARTICLE AND PREDICATED UPON SUCCESSFUL TESTING OF CLIN 0001 CLIN 0004-LRIP Power Converter Assembly, Encoder, DC to DC, 2A1A3A10 (ASN 2300110-302) -15 ea. LRIP DELIVERY IS 45 DAYS AFTER ACCEPTANCE OF FIRST ARTICLE AND PREDICATED UPON SUCCESSFUL TESTING OF CLIN 0002 CLIN 0005-Full Production: Power Converter Assembly, Encoder, DC to DC, 2A1A1A10 (ASN 2300110-301) - 384 ea. DELIVERY IS 60 DAYS AFTER ACCEPTANCE OF FIRST ARTICLE AND PREDICATED UPON SUCCESSFUL TESTING OF CLIN 0003 CLIN 0006-Full Production: Power Converter Assembly, Encoder, DC to DC, 2A1A3A10 (2300110-302) - 384 ea. DELIVERY IS 60 DAYS AFTER ACCEPTANCE OF FIRST ARTICLE AND PREDICATED UPON SUCCESSFUL TESTING OF CLIN 0004 ADDITIONAL TECHNICAL INFORMATION: The DC to DC converter will take 28 VDC from a power supply located in the UD90 cabinet and convert it to 5 VDC, one of which is in the azimuth housing and another located in the elevation housing in the Radar Pedestal, and does not attach to a Digital Receiver or Signal Processor. The DC to DC conversion module required by the DC to DC converter design will supply sufficient current to power the encoders and limit switches in the Radar Pedestal. The DC to DC converter needs only one output, which connects to a terminal block within the Radar Pedestal, from which the power is routed to the necessary connections, and needs only to work with VDC sources, which the ROC currently supplies. All dates listed below are tentative; official dates will be provided when the solicitation is released. TENTATIVE SOLICITATION ISSUE DATE: March 10, 2014 TENTATIVE PROPOSAL DUE DATE: March 27, 2014 ANTICIPATED AWARD DATE: April 4, 2014 DELIVERY SCHEDULE: -First Article within 30 days after receipt of order. -Limited Rate Initial Production within 45 days after approval of the First Article -Full Production within 90 days of LRIP approval CONTRACTOR REGISTRATION: To be eligible for award, a contractor must (1) be registered in the System for Award Management (SAM) at www.sam.gov.
