- Solicitation Number: AG-2B29-S-14-0002 Request for Statement of Qualifications CONTRACT INFORMATION: The USDA Natural Resources Conservation Service (NRCS) in New Jersey requires the services of an Architect-Engineering (A-E) firm to perform legal boundary surveys. This acquisition will be conducted in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. This procurement is set aside for small businesses. The primary North American Industrial Classification System Code (NAICS) is 541310. PROJECT INFORMATION: Specifications for the work are contained in Exhibit A, attached hereto and incorporated herein. The government contemplates the award of a requirements contract. The contract period will be one year with four options years. Work under the contract will be subject to satisfactory negotiation of labor hour rates and individual task orders. The estimated value of the contract is $500,000, including all options. There is no guaranteed minimum order. Task orders will be negotiated as firm fixed-price procurements for individual or clusters of easements. The maximum amount of any task order shall not exceed $150,000. SUBMISSION REQUIREMENTS: Those firms that meet the requirements described below and wish to be considered must submit 4 (four) copies of form SF330 (attached as Exhibit B) for prime and any proposed subcontractors to Lenora Jordan, Natural Resources Conservation Service, 220 Davidson Avenue, 4th Floor, Somerset, NJ 08873. Interested firms must include a cover letter on their company letterhead that includes the solicitation number. Firms that fail to include such a cover letter with the information requested may be disqualified from consideration. Submissions must be received no later than 2:00 p.m. local time, March 26, 2014. Firms responding to this announcement before the closing date will be considered for selection. Facsimile transmissions will not be accepted. No additional project information will be given to firms during the announcement period. SELECTION CRITERIA AND EVALUATION: Firms responding by the closing date will be evaluated according to the criteria set out below and ranked in order of preference for each contract. (1) Professional qualifications necessary for satisfactory performance of required services. (20 points). The Surveyor must be a licensed registered land surveyor in the State of New Jersey. Evaluation will include the level of formal education, continuing education, the number of years licensed, and involvement in professional activities/organizations. (2) Specialized experience and technical competence in the type of work required. (20 points). Evaluation will be based on knowledge of local survey standards and practices, records research, and the approach used on previous surveys to solve problems resulting from conflicting title or physical evidence. Include with this item a sample survey report describing how the boundary was resolved. Additional consideration will be given to firms with experience conducting conservation easements for NRCS. (3) Capacity to accomplish the work. (15 points). Evaluation will be based upon the number of personnel available, the quantity of existing work under contract, the schedules for completion of the existing work, the capacity to provide personnel for multiple contracts and a brief summary of the number and types of surveys done in a typical year. (4) Past performance on contracts with other government agencies and private industry. (15 points). Evaluation will be based upon the firm's past experience with other government agencies and the private sector in performing the requirements described, cost control, quality, and timeliness of performance under previous contracts. Provide 5 references, listing names, addresses and telephone numbers. (5) Location in the general geographic area and knowledge of the locality of the project area. (10 points). Evaluation will be based upon the firm's proximity to the State of New Jersey and knowledge of the locality of the project area. For firms outside of the general project area, submit a plan to provide service in a cost effective manner. Firms must clearly indicate the office location where the work will be performed or from which it will be based. For the purpose of simplifying and increasing efficiency in the negotiation and to assist in the execution of Task Orders against the IDIQ, the apparent successful offeror shall submit an acceptable forward pricing rate agreement (FPRA) proposal to the Contracting Officer to be eligible for award. The apparent successful offeror shall provide an FPRA proposal within the requested time period to be identified by the Government (do not submit until requested). The FPRA proposal shall include, but is not limited to, a description of direct labor categories, direct labor rates, annual escalation of all rates, G&A rates, overhead rates, Computer Assisted Design rates, and other recurring costs. Where practicable, the contractor may provide Fixed Price Rates for Unit Pricing Elements. The FPRA proposal will be negotiated and a formal FRPA will be incorporated into the resultant IDIQ contract. If the apparent successful offeror fails to negotiate an acceptable FPRA with the Contracting Officer, it will be ineligible for award. The CO will commence negotiations with the top-ranked firm. If a contract cannot be successfully negotiated, the CO will begin negotiations with the next-ranked firm and will proceed in this manner until a satisfactory contract is negotiated. The CO will not award any contract unless he/she determines that the negotiated rates are fair and reasonable. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the System for Award Management (SAM) to be considered for an award of a Federal Contract. This is NOT a Request for Proposals and interested firms should not include proposed prices with their qualifications statements.
