Description
The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms with an SBA approved office for construction in the New York, New Jersey, Pennsylvania and Massachusetts SBA Districts Offices, HUB Zone Small Business, Service-Disabled Veteran Owned Small Business or other small business firms under the size standard. The proposed project, Caven Point Marine Terminal is owned and operated by the U.S. Army Corps of Engineers, New York District. It is the home of New York District's marine fleet. The facility was severely damaged during Superstorm Sandy in October 2012. This project will construct a replacement facility allowing New York District to continue to meet its mission requirements. The intent of this project is to modernize the facility by replacing old damaged facility and adding new features such as a small boat ramp and a boat house. The new facility is a mixed use facility containing the following: boat maintenance area, warehouse storage, administrative areas, laboratories, training center/Alt Emergency Operations Center, boat house, and other supporting areas. The total SF for the project is approximately 47,000 SF. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competition. This project is planned for advertisement in April 2014 with award scheduled in July 2014. Contract duration is estimated at approximately 730 calendar days. The North American Industry Classification System (NAICS) code is 236220 (Commercial and Institutional Building Construction). quote mark Commercial and Institutional Building Construction quote mark has a size standard of $33.5 million in average annual receipts. In accordance with FAR clause 52.219-14, Limitaions on Subcontracting, General construction, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. All interested businesses should notify this office by email to matthew.guilday@usace.army.mil by 28 March 2014, 12:00pm local time. Responses should include the following: (1) 8(a) firms, HUB Zone, Service-Disabled Veteran Owned Small Business or other small business firms. (2) A CAGE Code and DUNS Number. (3) Indication of relevant past experience through the description of a minimum of three (3) but no more than five (5) projects within the last ten (10) years similar in scope, size, complexity & magnitude to the proposed project. The definition of relevant is provided below: 1.Completed Projects are defined as the date the facility was turned over to, or occupied by the owner. 2.Experience is defined as recent and relevant Design-Build and/or Design-Bid-Build Construction Experience. 3.Scope is defined as the construction of a commercial, institutional or industrial facility located in a VE flood zone. If the project is not located in the VE flood zone, it must demonstrate reinforced concrete wall construction and pile foundations. 4.Complexity is defined as the management and coordination of multi-disciplined construction teams to complete projects that includes the majority of the following, foundation piles, steel superstructure, reinforced concrete construction, HVAC, electrical, and site/civil construction similar to this project. 5.Magnitude is defined as the construction of a building with a contract value of at least $18M. (4) The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount listed above. (5) The interested contractor shall provide a statement verifying that 15% of the work will be self performed including a description of the work that may be self performed. Additionally, a complete list of all permanent employees, name, title, and a brief description of their function (roles and responsibilities) shall be provided.
