- Solicitation Package The National Oceanographic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division intends to issue a solicitation for Fall Protection Training and Recertification services on behalf of the National Weather Service. It is anticipated that the work will be performed at various training locations to include: Kansas City, MO, Anchorage, AK, Stennis Space Center, MS, Norman, OK, and Hilo, HI. The nature of the work to be performed primarily involves preparing National Weather Service (NWS) climbers with initial fall protection and rescue training, along with recertification. The training services are in accordance with the Department of Labor, Occupational Safety and Health Administration (OSHA) Fall Protection standards in 29 CFR 1926 Subpart M (29 CFR 1926.500 - 503). The solicitation is being issued as a 100% small business set aside. The NAICS code is 611430, Professional and Management Development Training, with a small business size standard of $7.0 million. The Government anticipates award of a single award, fixed price, indefinite delivery/indefinite quantity contract. The orders will typically be based upon the fixed unit prices from the schedule with firm-fixed price task orders awarded. The contract award date is anticipated to be May 27, 2014 with an ordering period of five (5) years thereafter. A Request for Quote (RFQ) solicitation will be available on or about March 17, 2014 through the Government's website at http://www.fedbizopps.gov/. The estimated due date for quotes will be 30 days following the date of issue of the solicitation. The basis for proposal evaluation will include the following technical factors: Technical Approach, Specialized Experience, and Past Performance. Technical factors are significantly more important than price. This acquisition is being conducted using procedures in FAR Part 13.5 - Test Program for Certain Commercial Items. Interested parties should register with FedBizOpps to receive notifications when the RFQ becomes available for download and all postings associated with the solicitation. Each potential offeror is responsible for checking this website to gain all the updates/amendments to any and all documents. No paper copies of the solicitation will be issued. No telephone, facsimile, or written requests will be accepted. All contractors doing business with this office must be registered with the System for Award Management (www.sam.gov) in order to receive an award from this office. All responsible, responsive sources may submit an offer which will be considered by the Agency.
