- This synopsis is a sources sought notice being used to conduct market research. Participation in this effort is strictly voluntary. This is neither a solicitation announcement nor a request for proposals or quotes. This announcement does not obligate the Government to award a contract nor pay for any effort expended in responding to this notice. The U.S. Government will in no way be bound to this information if any solicitation is issued as a result of this Sources Sought. Requests for a solicitation will not receive a response. The U.S. Government (USG) is seeking vendors with the capability of: 1. Providing container maintenance and repair or related types of contracts, whether your firm acted as the prime vendor or a subcontractor on the effort and the number of contractor personnel engaged in the effort. 2. The area of primary container repair and maintenance are: (1) Repair and refurbishment, (2) Re-painting and Re-stenciling, (3) Data Reporting; and (4) Container inspections 3. The potential requirement may operate on a 10 hour shift, but possibly operate 24, 7 days a week contingent upon container requirements. 4. Data requirements for this may be defined as all specified inventory management, administration and reporting tasks to include quote mark in-gating quote mark, quote mark out-gating quote mark, and monthly inventories for containers in the repair facility's geographical location. 5. The contractor shall be responsible for containers, materials, and cargo while in its possession and shall report status of these items in the daily update. The contractor shall be responsible for loss and/or damage of materials or cargo while in its possession when said loss or damage is the fault of the contractor. 6. The contractor shall comply with all established regulations and guidelines for maintaining and performing safe operations. The contractor shall quote mark sweep out quote mark all containers prior to their release to other locations. Container quote mark Sweep Out quote mark is defined as removal of all trash, dunnage, and hand sweeping of containers prior to leaving the repair facility. The contractor will also be responsible for removal of all trash and dunnage from the work site leaving the work site free of debris created by operations at the end of each day. 7. The contractor will tear out all plywood, fixtures, etc, from any quote mark Office quote mark containers and removal of the debris from the work site. 8. The capability of your organizations efforts to reduce costs associated with similar efforts in the past and the quantitative results of those cost reduction efforts. 9. The contractor shall be responsible for gaining access to Government sites and complying with all badging requirements for site access. 10. The contractor shall repair all ISO containers, flat racks, and reefers in order of damage severity. The least damaged containers shall be repaired first, with the most heavily damaged containers being repaired last. All containers will be categorized by severity and estimated repair cost. The contractor will provide a compiled listing that itemizes each container's estimated cost and segregates total repair cost estimates (per individual container. The contractor will operate under the First in First out (FIFO) inventory concept coupled with severity of container damage. The contractor will provide a weekly report depicting a priority of repair. The contractor shall organize the container yard by segregation of containers into three (3) areas; (1.) condemned, (2.) containers to be repaired in order of FIFO; and (3.) completed containers. The container yard shall be organized in order to distinguish the specific container repair yard ongoing operations. If a contract award results, the organization of yard would be approved by the COR. 11. Capability of meeting the 45- 60 day performance timeline, experience areas, and history. If a solicitation results, the place of performance will be Afghanistan. Responses to this sources sought will be considered privileged information and protected from disclosure under exemption (b)(4) of the Freedom of Information Act. Responses will not be shared outside the U.S. Government and U.S. Government support contractors. No classified or FOUO information should be included in your response. The Government requests that interested parties respond to this notice by providing the company's capabilities of meeting the above said requirements and its ability to become fully operational status within 45-60 days after contract award. If an interested candidate cannot meet the 45- 60 day performance requirement, the capability statement shall include what timeframe can be accommodated and the rationale for needing the additional time. The following is provided as a guide on how to submit the Capability statement: 1. The capability statement should not be more than 10 pages in length. 2. The cover sheet should include the RFI number, company name, point of contact, address, telephone and fax numbers, email addresses, brief description of company and its capabilities to include its duns number, cage code, tax id number, as well as size category and socioeconomic status. The capability statement must be submitted in PDF or MS Word. No other formats will be accepted. The cover sheet will not be counted towards the 10 page capability statement request. 3. No cost or pricing information should be provided. Any cost or pricing information that is received will be deleted and destroyed. 4. Responses to this request shall be emailed to Mr. Kent Braden at kent.d.braden.civ@mail.mil and Ms. Jodie Bennett at Jodie.l.bennett.civ@mail.mil. 5. Responses should be received no later than March 20th, 2014 at 5:00 PM Central Time. Notice to Contractors: All contractors who provide goods or services to the Department of Defense (DOD) must be registered in the System for Award Management (SAM).
