- NAICS: 237990 SIC: 1629 Size Standard: $20M This synopsis is for the Jones Oyster Bed Island Dredge Material Containment Area (DMCA) Raising and Improvements, Savannah Harbor project. This acquisition is being offered as a competitive 8(a) Set Aside and will result in a Fixed Price Contract Award. The construction magnitude for this project ranges from $5,000,000 to $10,000,000. Description of Work: This project includes raising the front perimeter dike of the Jones Oysterbed Island Dredge Material Containment Area (DMCA) approximately two feet; with the option to construct a bird island. The front dike, which parallels the Savannah River from north-west to south-east, is estimated to be 24,930 feet in length. Approximately 300,000 cubic yards of borrow material from the interior of the DMCA will be required for the raising. The borrow material consists of dredge spoils from the Savannah River. The dike construction will be performed to the inside of the existing dike crest and slope, except in areas where the existing dike has washed away due to erosion. Approximately 500 to 1000 linear feet of shoreline will be protected from river erosion by using a stone revetment. The project will include an option to construct one eight-acre bird island with a perimeter moat and containment dike to allow water to permanently surround the island. An equipment access and landing site shall be necessary since the island may only be accessed by water. A dike access ramp from the landing site will be included in the project. Additional project requirements include clearing, grassing, and erosion control provisions. Evaluation Criteria: The Government will utilize a Best Value Trade-Off Methodology in rendering the best value decision for award of this contract. Only that Offeror whose proposal provides the best overall value will be awarded the contract. The evaluation factors and their relative importance for this solicitation and evaluation process are as follows: Non-cost Factors: Factor 1: Past Performance - This factor is more important than FACTOR 2 Factor 2: Corporate Relevant Specialized Experience - This factor is less important than FACTOR 1 Price: All non-cost factors, when combined, are more important than Price. Award will be made to the Offeror whose technical submittal and price proposal contain the combination of criteria requested which offers the best overall value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. NOTE: This solicitation will be issued in electronic format only and is anticipated to be available approximately 02 April 2014. Please note that the bid opening date will be specified in the solicitation when issued. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award Management (SAM) at https://www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans and specifications for this solicitation.
