- THIS IS A REQUEST FOR INFORMATION ONLY. This announcement constitutes a Source Sought Synopsis. This is not a Request for Proposal and will be used to identify Small Business firms for the purpose of determining how the solicitation will be advertised. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Jacksonville District of the US Army Corps of Engineers is planning work that will consist of preparation of studies, reports, or portions of reports, pertaining to engineering of water resources and related projects, including work related to flood damage reduction, water delivery and control, water management, ecosystem restoration, coastal systems, navigation, recreational areas and other Corps of Engineers hydrologic and hydraulic responsibilities. Work will include, but not be limited to: hydrologic and hydraulic analyses associated with the design and performance of flood damage reduction, water delivery, water management, ecosystem restoration, coastal storm damage reduction, navigation and recreation projects. Tasks will include analyses of tidal inlet hydraulics and sediment transport, numerical modeling of ocean and coastal waves and currents, analysis and design of coastal hard structures and beach nourishment, surface water hydrology, hydraulics and hydrodynamics, supercritical flow, 2-D and 3-D flow and integrated surface water and groundwater modeling using USACE-approved models; sediment transport and scour studies, water quality analyses and modeling; groundwater studies; analytical/statistical evaluation of historic data; technical review; public involvement; and expert testimony. Data collection, such as topographic and bathymetric survey work for model input, datum conversion of gage data and topography data, and Quality Assurance/Quality Control reporting of data may be required. Additionally, the A-E may be tasked to perform risk and uncertainty analyses, and value engineering. The primary purpose is to provide services for projects located within the geographic boundaries of the Jacksonville District. However, it may be required to provide services within the geographic boundaries of the other U.S. Army Corps of Engineers districts both within and outside the South Atlantic Division. This will be an Indefinite-Delivery, Indefinite-Quantity contract for a period of one year, with options to extend for four additional years; not to exceed a total of five years. with a Maximum of $5,000,000 for the life of the contract, including options. Please provide a Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of your company's capabilities. The contractors should provide brief references of jobs they have performed and the magnitude of scope. If we do not receive an adequate number of qualified respondents (i.e., two or more responsible firms), the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project. Receipt of potential offerors SOC shall be no later than thirty (30) calendar days from the date of this notice by 4:00 pm. Responses to this sources sought may sent via email to Carol A. The Jacksonville District Corps of Engineers does not intend to award a contract on the basis of this Request for Information nor otherwise pay for the information solicited.
