Description
The Defense Logistics Agency, DLA Maritime Norfolk Naval Shipyard Contracting Division intends to negotiate a firm fixed price contract for (1) set of 25,000 test weights made in accordance with government's statement of work to be used at the Norfolk Naval Shipyard, Portsmouth, Virginia. The North American Industry Classification System Code is 331529 Other Nonferrous Metal Foundries (except Die-Casting). This will be sole source to Marswell Metal Industries, LTD (L3368) who is the original equipment manufacturer. This requirement will be procured unrestricted. The contract line item (CLINs) is as follows. CLIN 0001 (1) set, custom test weights, stackable, see statement of work below: 1. SCOPE This Statement of Work (SOW) is for the manufacture of a set of stackable test weights to be used for testing weight handling equipment capacities, and deliver to Norfolk Naval Shipyard (NNSY), Portsmouth, VA. The nominal weight of the test weight set is 25,000 pounds. The product shall be referred to as "25K Stackable Test Weights" or "Test Weights". 2. APPLICABLE DOCUMENTS The following documents form a part of this SOW by reference. In case of a difference between the following documents and this SOW, this SOW shall govern to the extent of such difference. DEPARTMENT OF DEFENSE (DOD) • Naval Facilities Engineering Command (NAVFAC) P-307, Management of Weight Handling Equipment • Welding Standard AWS Dl.1 • American Institute of Steel Construction, MIL-S-22698 GRADE 36 3. REQIDREMENTS The vendor shall procure materials, provide all labor, fabrication, and transportation required to manufacture and deliver one (1) set of 25K stackable test weights consisting of a quantity of twelve (12) test weight units and associated joining hardware specified. 3.1 Work To Be Performed. The vendor shall perform the following: a. Procure materials necessary to manufacture, finish, assemble, and ship one set of 25K stackable test weights to NNSY. Manufacture and assemble the 25K stackable test weights meeting the requirements. Ensure proper alignment and fit up of the locking pins to the lock bar with the test weights stacked. b. All exposed surfaces of the 25K stackable test weights except, corrosion resistant steel surfaces (i.e. stainless steel), shall be painted for preservation. The surfaces shall be cleaned of water, salt, oil, loose rust, and rust scale in accordance with the paint manufacturer requirements. The paint color shall be black matte. c. Remove all burrs and sharp edges from each test weight. d. Each test weight shall be fabricated with a weight tolerance of +5% -0%. The sum of all stackable test weights and associated parts shall not be less than 25,000 pounds or more than 26,250 pounds. e. Each test weight shall be weighed on/by calibrated equipment traceable to the National Institute of Standards and Technology having a minimum accuracy of plus or minus 2%. Certified documentation shall be provided by the vendor denoting this requirement. Each test weight shall have a permanently affixed non-corrosive (i.e. stainless steel) label plate stamped or photoengraved with its weight and lifting padeye capacity. The head weight label plate shall be 4" wide x 6" long. The mid-weight and half-weight label plates shall be 3" wide x 6" long with letter size to suite. Permanently Affixed Label Plates Examples Head Weight - X,XXX lbs. Lifting Pads WLL - 27,000 lbs. Locking Bars WLL 27,000 lbs. ea. Mid-Weights Label Plate Mid-Weight - X,XXX lbs. Lifting Pads WLL- 27,000 lbs. Half-Weights Label Plate Half-Weight - X,:XXX lbs. Lifting Pads WLL- 27,000 lbs. 4. QUALITY ASSURANCE 4.1 Welder Qualification. Welders shall be qualified to AWS D1.1. Vendor shall submit to the government documentation of welder qualification. 4.2 Visual Inspection. Government reserves the right to visually inspect the completed 25K stackable test weights to ensure that all requirements of section 3 have been satisfied. Upon completion of manufacture, and prior to delivery, vendor will notify the government representative to schedule a visual inspection visit at the vendor facility. 4.3 Assembly Inspection. Vendor shall possess or provide lifting equipment for lifting the 25K stackable test weights for inspection by the Government to ensure proper fit up and ease of locking pin insertion. 5. SCHEDULE Within twenty six (26) weeks of contract award, the Contractor shall deliver the quantity required in Section 6.1. 6. NOTES 6.1 Shipping. The Contractor shall package/ship the finished 25K stackable test weights in a manner which adequately protects them from any damage during shipping and handling. The test weight set shall be transported to: Norfolk Naval Shipyard Bldg. 276 Beatty Street Portsmouth, VA 23709 Attn: Will Hebert, 757-396-1314 6.2 25K Stackable Test Weight List. 25K stackable test weights in the quantity listed herein will be manufactured and delivered by the vendor within the date specified in Section 5.
