Description
The Bureau of Reclamation has a requirement to replace GSU Transformers and associated equipment at its Glen Canyon Dam Powerplant near Page, Arizona. The principal components of the work will involve the following major tasks: A. Removing and disposing four (4) single-phase, 13.8kV to 230kV, 100 MVA power transformers. B. Removing and disposing of ten (10) single-phase, 13.8kV to 345kV, 100 MVA power transformers. C. Removing and disposing of twelve (12) existing oil-spill containment systems. D. Furnishing, testing, and installing three (3) single-phase, 2 winding, 13.8kV to 230kV, 125 MVA power transformers. E. Furnishing, testing, and installing nine (9) single-phase, 2-winding, 13.8kV to 345kV, 125 MVA power transformers. F. Furnishing one (1) single-phase, 2-winding, 13.8kV to 230kV, 125 MVA, and one (1) single-phase, 2-winding, 13.8kV to 345kV, 125 MVA power transformers and placing in storage as spares. G. Removing and disposing of existing 13.8kV isolated phase bus connecting twelve (12) power transformers to eight generators through eight synchronizing breakers. H. Furnishing, testing and installing 13.8kV isolated phase bus connecting twelve (12) power transformers to eight power generators through eight synchronizing breakers, including PT and surge arrestor cubicles. The existing synchronizing breakers will remain. All transformers must be designed, manufactured and tested specifically to use natural ester fluids as the dielectric and coolant fluid. Six of twelve transformers and one spare will be installed with natural ester fluids, six of twelve transformers and one spare will be installed with mineral oil. The existing transformers are assembled into four "banks" of three transformers each. It is anticipated that one "bank" will be replaced per year. Procurement Approach: The solicitation will be separated into construction and supply components, but will be awarded to a single contractor. As a result, regulations governing construction contracts will apply to the construction components and regulations governing supply contracts will govern the supply components. Clauses and provisions included in the solicitation and the resulting contract will be identified to the specific components as appropriate. The construction component is estimated in excess of $10 million. This requirement will be competitive, Total Small Business Set-Aside. The supply and construction is expected to last four (4) to five (5) years. There will be no public bid opening as competitive proposals will be evaluated in accordance with FAR Part 15, and the evaluation criteria included in the solicitation. The resulting award is expected to be a firm-fixed-price contract. The supplies to be procured are classified in the North American Industry Classification System (NAICS) code 335311, Power, Distribution and Specialty Transformer Manufacturing, with a size standard of 750 employees. The construction components are classified in the NAICS code 237130 Transformer station and substation, electric power, construction, with a size standard of $33,500,000. Either standard may be used to determine a companys status as a small business, depending upon its classification. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The projected award date is on or about September 2014. All dates in this notice are estimates and are subject to change. No other information will be available before the solicitation. A site visit is planned for interested parties, and details will be provided in the solicitation. The solicitation and any amendments to the solicitation will be available through the Federal Business Opportunities (FBO) (www.fbo.gov) website. The extent of the work will be described in the solicitation when it is posted on or about April 25, 2014, under solicitation number R14PS94003. All prospective offerors are required to be registered in the Central Contractor Registry via www.sam.gov and have their Representations and Certifications for their company registered under www.sam.gov to be eligible for award.
