Description
THIS SPECIAL NOTICE CONSTITUTES A REQUEST FOR QUALIFICATIONS FOR SHORT SELECTION of a ARCHITECT & ENGINEERING SERVICES FIRM. THERE IS NO SEPARATE PACKAGE TO DOWNLOAD. FIRM FIXED PRICE CONTRACT FOR ARCHITECT ENGINEER (A-E) SERVICES, SITE-SPECIFIC FOR THE MUCKLESHOOT UTILITY DISTRICT to design and prepare construction contract documents for improvements to two existing sewage lift stations with option to include construction contract administration tasks. Selection for negotiation will be based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System code is 541310, which has a size standard of $7 million in average annual receipts. This procurement is a total SMALL BUSINESS SET ASIDE. A firm-fixed-price contract will be negotiated. The estimated performance period for the contract is 154 days. LOCATION: Muckleshoot Indian Reservation, King County, WA. 40222 Auburn-Enumclaw Road SE, Auburn, WA 98092 (Tribal Public Works Building). PROJECT INFORMATION: Provide professional architectural and engineering services to renovate the existing pumps, controls, and electrical equipment including the addition of a back-up generator at two sewage lift stations. The existing pumping systems shall be analyzed by the A/E to provide recommendations for optimizing efficiency and flow rates. Additionally, the design of ingress/egress roadway improvements are necessary for accessing the lift stations off of the Auburn-Enumclaw Highway (SR-164). The contemplated A&E contract will produce the design and construction contract documents required for the construction contractor to make these improvements. The improvements include: Electrical - New control and telemetry panel, modem radio communications, three phase power conversion, backup generator and new pumps. General Site - Chain link fence and gate, piping modifications and highway improvements are needed to the ingress and egress roadway to the lift stations and proposed backup generators off of State Route 164. Option A&E Items to include: Construction contract administration such as submittal review, O&M Manuals, record drawings, etc. The Muckleshoot Tribe has legal access to all facilities to be improved by this project. The Tribe, through and MOA, has granted permission to the Indian Health Service and its contractors to enter each site for the purpose of completing the required work. The Tribe maintains a franchise agreement with the Washington State Department of Transportation (WSDOT). The A&E services under the contemplated contract will create two easements to expand both the lift station sites and to allow the installation of backup generators and security fencing. The WSDOT may require permitting and approval under the Washington State Environmental Protection Act (SEPA), but this work will be performed by the Indian Health Service rather than the A&E contractor. SUBMISSION REQUIREMENTS: SF-330 (Parts I and II). DUE DATE: Submissions must be delivered to the email address by 2:00pm local time on APRIL 25, 2014 unless the date is changed per an amendment posted on this FBO site. No additional project information will be given to firms during the announcement period.   SELECTION CRITERIA AND EVALUATION: The Brooks Act (40 U.S.C. 1101-1104) and Federal Acquisition Regulation (FAR) Part 36.602-5 architect-engineer short selection procedures will be followed. This is a 100% Small Business Set-Aside. A Request for Proposal will be submitted to the firm deemed to be the most technically qualified after a selection process has been completed. To be considered for award, the A-E must be registered in the System for Award Management (SAM) database. Information on registration requirements can be obtained at https://www.sam.gov. Failure to register in this database may render your firm ineligible for award. Evaluation of SF-330s submitted in response to this announcement will consider: 1. Professional qualifications necessary for satisfactory performance of the required services. 2. Specialized experience and technical competence in the type of work required. 3. Capacity to accomplish the work in the required performance time. 4. Past Performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Provide examples of projects that are similar in scope to these requirements including reliable reference contact information. In its evaluation of past performance, in addition to the information submitted by the firm, the government may consider any other sources available or deemed necessary. 5. LOCATION in general geographical area of the project; The area of consideration is a 175 MILE DRIVING RADIUS (per google maps) between the firm's principal place of business and 40222 Auburn-Enumclaw Road SE, Auburn, WA 98092 OFFICE MOVE NOTE: The Indian Health Service Division of Engineering Services Seattle office will be moving to a new location during the first two weeks of April of 2014.
