Description
NASA GRC has a requirement for six (6) CMC infiltrated panels. NASA/GRC intends to award this sole source requirement to TELEDYNE SCIENTIFIC COMPANY, Thousand Oaks, CA 91360. For the first generation of NASA 2700F SiC/SiC composites, Teledyne Scientific Company provided the services of polymer infiltration and pyrolysis (PIP) and due to the proprietary nature and to maintain continuity, NASA/GRC shall continue to use Teledyne Scientific Company for the PIP infiltration of 3-D composite preforms. NASA shall provide six 3D composite preforms with certain level of open porosity. Teledyne Scientific Company shall infiltrate and pyrolyze the composite preform with crystalline SiC yielding polycarbosilane polymer (SMP-10 or equivalent) with ceramic particulates to achieve high matrix density (Physical density >2.8gm/cc and Archimedes density >2.9 gm/cc), high through-the-thickness thermal conductivity (20 watt/m-K @ 1000degC) and other key improvement in thermo-mechanical properties. The ceramic particle content in the polymer matrix after pyrolysis shall be > 30vol%. Also the infiltrated ceramic particles shall be compatible with other constituents of the composite and be resistant to oxidation in moisture. The Government intends to acquire a commercial item using FAR Part 12. Organizations that believe they are capable of providing the described requirement may submit their capabilities in writing to the identified point of contact not later than 4:30pm EST on 3/24/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
