Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price quotes are requested under Request for Quotation (RFQ) Solicitation number L14PS00204. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-72. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 327320. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. The line item numbers are: LINE ITEM 0010 Jump Creek Road Reconstruction Concrete I.GENERAL A.Description of Work: Work consists of the delivery of 230 cubic yards of 4,000 psi concrete with fiber to Jump Creek Recreation Site located approximately 11 miles southwest of Marsing, ID (Owyhee County). B.Location: Jump Creek Recreation Site: T.2N, R.5W, Section 27 C.Access: The recreation site is assessable via asphalted and graveled Federal, State, and local roads. The grades of the Jump Creek Recreation Site road being reconstructed (concreted) are between 0 -17%. II. DELIVERABLES A.Contractor Furnished Items 1.Submittals a.General: In addition to the following, comply with submittal requirements in ACI 301. b.Product Data: For each type of product indicated. c.Design Mixtures: For each concrete mixture (including synthetic fiber types and quantities). d.Material Test reports and Certificates: Cementitious materials, aggregate, admixtures, etc. e.Synthetic Fiber: Submit manufactures certification that synthetic fiber reinforcement complies with specifications, evidence of ISO 9001:2000 certification, and evidence of satisfactory performance of history of synthetic fiber reinforcement. 2.Quality Assurance a.General: Comply with ACI 301. b.Manufacturer Qualifications: A firm experienced in manufacturing ready-mixed concrete products and that complies with ASTM C94/C94M requirements for production facilities and equipment, and certified according to NRMCAs Certification of Ready Mixed Concrete Production Facilities. c.Source Limitations: Obtain each type of cement of the same brand from the same manufacturers plant, obtain aggregate from one source, and obtain admixtures through one source from a single manufacturer. d.Synthetic Fiber: Synthetic fiber reinforcement manufactured in ISO 9001:2000 certified facility and evidence of satisfactory performance of history of synthetic fiber reinforcement. Must comply with ASTM C1116. B.Contractor Furnished Materials 1.Concrete Materials Requirements a.Cementitious Materials: ASTM C150/C595. b.Fly Ash: ASTM C618. c.Ground Granulated Blast-Furnace Slag: ASTM C989, Grade 100 or 120. d.Silica Fume: ASTM C1240, amorphous silica. e.Normal-Weight Aggregate: ASTM C33, graded, 1-1/2-inch, nominal maximum aggregate size and fine aggregate free of materials with deleterious reactivity to alkali. f.Water: ASTM C94/C94M. g.Synthetic Fiber: Propex, Novomesh 950 or equivalent, ASTM C1116, Type III Material: Blend of polypropylene/polyethylene macro-monofilament fibers with sinusoidal deformations and 100 percent virgin polypropylene micro-synthetic fibers, containing no reprocessed olefin materials. Polypropylene Component: Fiber Length: Multi-design gradation; Alkali Resistance: Alkali proof; Absorption: Nil; Specific Gravity: 0.91; and Melt Point: 324 degrees F (162 degrees C). Coarse Macro-Monofilament Polypropylene Component: Fiber Length: 2.0 inches (50 mm); Nominal Filament Diameter: 0.033 inches (0.83 mm); Alkali Resistance: Alkali proof; Absorption: Nil; Specific Gravity: 0.91; and Melt Point: 328 degrees F (164 degrees C). h.Admixtures i.Air-Entraining Admixture: ASTM C260. ii.Chemical Admixtures: Provide admixtures certified by manufacturer to be compatible with other admixtures and that will not contribute water-soluble chloride ions exceeding those permitted in hardened concrete. Do no use calcium chloride or admixtures containing calcium chloride. iii.Water-Reducing Admixtures: ASTM C494/C494M, Type A. iv.Retarding Admixture: ASTM C494/C494M, Type B. v.Water-Reducing and Retarding Admixture: ASTM C494/C494M, Type D. vi.High-Range, Water-Reducing Admixture: ASTM C494/C494M, Type F. vii.High-Range, Water Reducing and Retarding Admixture: ASTM C494/C494M, Type G. viii.Plasticizing and Retarding Admixture: ASTM C1017/C1017M, Type II. 2.Concrete Mixtures a.Compliance: Comply with ACI 301 requirements for concrete mixtures. b.General: Limit percentage, by weight, of cementitious materials other than portland cement in concrete as follows: Fly ash 25%; combined fly ash and pozzolan 25%; ground granulated blast furnace slag 50%; combined fly ash or pozzolan and ground granulated blast furnace slag 50% portland cement minimum, with fly ash or pozzolan not exceeding 25%; silica fume 10%; combined fly ash, pozzolans, and silica fume 35% with fly ash or pozzolans not exceeding 25% and silica fume not exceeding 10%; and combined fly ash or pozzolans, ground granulated blast-furnace slag, and silica fume 50% with fly ash or pozzolans not exceeding 25% and silica fume not exceeding 10%. c.Normal-Weight Concrete: Prepare design mixes, proportioned according to ACI 301, as follows: i.Minimum Compressive Strength: 4,000 psi at 28 days. ii.Maximum Water-Cementitious Materials Ratio: 0.45 iii.Slump Limit: 3-4 inches, plus or minus 1 inch. iv.Air Content: Maintain within range permitted by ACI 301. v.Admixtures: Use per manufacturers written recommendations. d.Synthetic Fiber: Uniformly disperse Novomesh 950 fiber or equivalent in concrete mixture at manufacturers recommended rate, but not less than 5 lbs/cubic yard. 3.Concrete Mixing a.Ready-Mix Concrete: Measure, batch, mix, and deliver concrete according to ASTM C94/C94M and ASTM C1116, and furnish batch ticket information. C.Government Furnished Items 1.Furnished Items: A government representative will be on site for all concrete deliveries. D.Delivery Times 1.Delivery Times: The Contractor shall deliver concrete between the hours of 8 a.m. and 4:30 p.m. Monday through Thursday, except for holidays, or as directed by the Contracting Officer.
