- The General Services Administration, Public Buildings Service, National Capital Region 11, intends to issue a Two Step Requirement for Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contracts for Design/Build and Construction Services for the National Capital Region. Step One consists of a Request for Qualifications (RFQ); Step Two consists of a Request for Price Proposal (RFP). The National Capital Region (NCR) includes the District of Columbia; Montgomery and Prince George's Counties in Maryland; Arlington, Fairfax, Loudoun, and Prince William Counties in Virginia; and all the independent cities in Maryland or Virginia within the geographic area bounded by their outer boundaries. This requirement is set-aside 100% for ALL SMALL BUSINESS SOCIO-ECONOMIC CONCERNS, whether General Contractors or Design-Build Firms. The North American Industry Classification System (NAICS) codes for this work is 236220, small business size standard is $33.5 million. All responsible firms may submit an offer. This is a competitive negotiated acquisition governed by procedures in FAR 15. Proposals (Technical and Price) will be evaluated by the Government using source selection procedures per FAR Subpart 15.3. Only one proposal may be submitted by each offeror. Offerors should submit proposals that are acceptable without additional explanation or information as the Government may make a final determination regarding a proposal's acceptability solely on the basis of the initial proposal submitted. The Government may make an award without discussions. Therefore, offerors will be requested to submit initial proposals to the Government on the most favorable terms from a technical and price standpoint. Proposal submission instructions will be included under both the RFQ and RFP. GSA anticipates issuing the Step One - Request for Qualifications (RFQ) on or about March 28, 2014 with receipt of technical proposals at a minimum of thirty (30) calendar days later. The actual date and time will be identified in the Step One - RFQ package. All information, amendments and questions concerning this solicitation will be electronically posted at the following web page: http://www.fbo.gov. GSA anticipates awarding multiple contracts (one contract per successful offeror) as a result of the solicitation. Contracts shall not exceed five (5) years. Offerors receiving an award as a result of this solicitation will be eligible, but not required, to place offers on all task orders issued under this contract. The total maximum value for all task orders under these multiple contracts awarded within the five year duration is $500.0 million. Each awardee is guaranteed a minimum amount of $2,000 for Year One ONLY. Task Orders are expected to range from $2,000 to $7.0 million per order. Solicitation for any subsequent Task Order (TO) issued under these contracts will primarily be competitive Request for Proposals (RFP). The procurement will include a wide range of construction projects over the period of performance utilizing the design-bid-build or design-build task order contract approach. Primarily, task orders will consist of repair/alteration, general construction and tenant finish projects for the GSA and other government agencies in occupied federally owned or leased buildings. [Some buildings may be designated historic structures.] A typical task order could contain some or all of the following: modifications to architectural components and related electrical systems associated with, but not limited to ceilings, walls, floors (including access floor systems), roofing systems, millwork and wall covering. Work may also include modifications and replacement of mechanical systems to include, but not be limited to: air handling units, chillers, boilers, ductwork systems and accessories, piping systems (including pumps), HVAC system controls, fire protection sprinkler systems and accessories, and plumbing equipment/accessories. In addition, scope may also include work on electrical systems including, but not limited to lighting systems, primary and secondary power distribution systems and transformers. Special competencies will be required for any work involving membrane roofing, asbestos abatement, hazardous materials removal and/or elevator work. Interested parties must be capable of providing the services associated with the aforementioned competencies. All required work will be outlined in each individual task order and relevant job drawings. A pre-proposal meeting will be conducted; the date, time and place to be set-forth in the Step One - RFQ package. Interested firms are encouraged to attend the pre-proposal conference. Interested firms must be registered in the System for Award Management (SAM). Firms can register via the Internet site at https://www.sam.gov or by contacting the SAM Service Desk at http://www.fds.gov. Interested firms are required to submit their representations and certifications through the SAM website. The solicitation and associated information will be available from the FBO site mentioned above. No telephone requests will be accepted. This solicitation is not a sealed bid and there will not be a formal public bid opening. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned FBO posting. Offerors will not be reimbursed for proposal submittal expenses. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS.
