- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, MD intends to issue a Competitive quote mark Small Business quote mark award. This acquisition shall provide for a one time service on (3) three pieces of government owed equipment: 1.Tenney Environmental Chamber- Model: TR40, Serial Number: 11365. 2.Russells Environmental Chamber- Model: GD-32-3-3-AC, Serial Number: 12993047. 3.Russells Environmental Chamber- Model: GD-64-3-AC, SN: 05114001. Note: See Statement of Work for objectives CLIN I: This service request is for a one time on-site service; Period of Performance will be based on a date and time arranged by Government Technical Point (TPOC) of Contact and Vendor NLT 60 business days after award of contract ending upon full inspection by TPOC. PERIOD OF PERFORMANCE: To be determined at award of contract until complete. Solicitation number W91ZLK-14-T-0378 is issued as a request for proposal (RFP). The Federal Acquisition Circular FAC 2005-55. This associated North American Industrial Classification System (NAICS) code for this procurement is 2382200 with a small business size standard of $7.0 million. Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The intention is to issue a single award at the discretion of the Government. Provide a price per CLIN. Interested parties may identify their capabilities by responding to this requirement, not later than 08:00 a.m. Eastern Standard Time (EST) on 24 Mar 2014. Period of Performance: TBD following contract award. This acquisition will be made using Wide Area Work Flow (WAWF). All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these item(s). Verbal responses are not acceptable and will not be considered. Responses shall be submitted to the point of contact Tezslyn Johnson via e-mail at tezslyn.l.johnson@us.army.mil. Instructions to Offerors: Offerors shall submit price proposals in accordance with the above CLIN structure. Please see the attached Instructions to Offerors for further details on proposal requirements. Partial quotes will not be evaluated by the Government. Award will be made on the basis of the lowest evaluated price of proposals meeting the exceeding the acceptability standards for non-cost factors in accordance with FAR 15.101-2. STATEMENT OF WORK: STATEMENT OF WORK (SOW) : Scope of Work Annual (1 time), conduct a Calibration & Preventative Maintenance (PM) service on three (3) government-owned environmental chambers; 1.Tenney Environmental Chamber- Model: TR40, Serial Number: 11365. 2.Russells Environmental Chamber- Model: GD-32-3-3-AC, Serial Number: 12993047. 3.Russells Environmental Chamber- Model: GD-64-3-AC, SN: 05114001. Objectives The full On-Site service agreement shall meet the following minimum requirements. a)The PM will be scheduled with the government POC at a minimum of 5 business days in advance. During the visit, the contractor will contact the designated government POC. b)Inspection of cascade or single stage refrigeration system(s) which would include the following specific checks: Refrigerant levels, compressor oil levels,(where applicable) pressure switch settings, system leak check, compressor oil pressure (where applicable) compressor discharge temperature and operations check. c)Electrical inspection which would include the following specific checks: Check and record line voltage, inspect connections and tighten if necessary, check contactors and relays. Check current draw of all major components such as fan motors, heaters and compressors. d)Humidity System inspection which would include the following specific checks: Check float adjustment and adjust as necessary, clean humidity generator, check heater resistance, flush all water lines, check operation of recirculation system. e)Overall operational check which would check system performance in the temperature mode and temperature & humidity mode. f)Contractor is responsible for the disposal of all replaced items and garbage g)Provide designated Government employee a written service report with each visit, detailing work completed to include before and after PM water quality measurements h)Provide remedial maintenance when requested by Government POC during regular site-visits. Period of Performance This is for one time on-site service to begin no later than 60 day after the award of contract. Place of Performance 5183 BLACKHAWK RD Bldg E5165 Webster Road Edgewood, MD 21010-5424 Security Requirements Contractor shall coordinate through the Contracting Officer Representative (COR) regarding employee identification requirements for entrance onto Government property and for entrance into security areas on the installation. An escort will be provided, and will remain with the Contractor employee at all times.
