- Enclosure 1, Sources Sought- Contractor Information Form ***THIS IS A SOURCES SOUGHT NOTICE ONLY**** Naval Facilities Engineering Command Far East (NAVFAC FE) is conducting a Sources Sought Notice. The intent of this notice is to identify potential contractors that are capable of performing the following work: Purpose and Objectives: To provide Integrated Solid Waste Management Services at Marine Corps Base (MCB) Camp Butler, Okinawa, Japan to include Camp Kinser, MCAS Futenma, Camp Foster, Camp Lester, Camp Courtney, McTureous, Ammunitions Supply Point (ASP) #2, Camp Hansen, Camp Schwab, Henoko, Northern Training Area (NTA), and Center Training Area (CTA). Project requirements: Collection of solid waste to include non-residential, general waste, recyclable waste, glass recycling, bulky waste, and disposal of all wastes. Contractor to provide containers for solid waste, refuse (food waste), and glass recycling. Contract Type: Firm Fixed Price/ IDIQ Services contract Anticipated Period of Performance: The anticipated period of performance is a base period of six (6) months beginning on 01 October 2014 with a total of four (4) option years (12 months each). Other important considerations: Okinawa is subject to multiple typhoons throughout the year. BUSINESS LICENSE REQUIREMENT: The Government of Japan (GOJ)-United States (U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative status to any offeror, for this requirement. All sources submitting a proposal or quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the GOJ, and conduct business in accordance with all applicable GOJ laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Japan as a local source, must submit adequate verification in its initial proposal or quote, that it has the requisite authorization and capacity to compete for the requirement as a local source, and to perform the contract as a local source. In case of a joint venture, at least one of the companies must possess and provide verification of such business license and shall submit a teaming agreement in its initial proposal or quote. It is requested that the interested sources submit to the Contracting Office a brief capabilities statement package by completing the Contractor Information Form, enclosure (1). Relevant work demonstrating experience shall have been awarded within the past five (5) years. Responses shall be submitted via electronic mail to sheena.hess@fe.navy.mil no later than 31 March 2014 at 3:00 P.M. Japan Standard Time (JST). Complete information must be submitted as the Government will not seek clarification of information provided. NAVFAC FE will use the responses to this Sources Sought Notice to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this synopsis, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with the procurement of these services. The Government will evaluate responses based upon experience, past performance, and financial capacity. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. In order to protect the procurement integrity of any future procurement that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
