- The U.S. Army Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), Fort Sam Houston, Texas intends to award a firm fixed price (FFP) contract on a sole source basis to the Armed Forces Services Corporation (AFSC), 2800 South Shirlington Road, Suite 350, Arlington, VA 22206-3617. This requirement is for non-personal services subject matter expert research and analyses professional support services to support Army Level Human Research Protection Program managed by AHRPO. This effort is being procured on a sole source basis using simplified acquisition procedures under the authority of FAR Part 13.5 Test Program for Certain Commercial Items. AFSC is the only source that has the necessary management, labor pool, and security clearances in place to ensure successful continuity of services. The North American Industry Classification System (NAICS) code is 541712. The CHCC intends to award a 12 month contract no later than 28 March 2014. The anticipated period of performance for the firm fixed price contract is 30 March 2014 to 29 March 2015. The CHCC intends to solicit and negotiate only with AFSC under the authority of FAR 13.5. This notice of intent is not a request for competitive proposals. A solicitation will not be published. The CHCC reserves the right to amend this notice if needed.
