Spiritual Fitness Guide DoN Strategic Plan for Religious Ministry Updated PWS PERFORMANCE WORK STATEMENT (PWS) For Performance Measures and Metrics Support Services 1.0 OBJECTIVE: The Contractor shall provide the Chaplain of the Marine Corps support to assist in the design, development, and implementation of performance measures and metrics that effectively capture the delivery of Religious Ministry (RELMIN) within the Marine Corps and within the scope of the DON Strategic Religious Ministries Plan. The Contractor's support shall include alignment of United States Marine Corps (USMC) whole goals processes with Chaplain Corps (CHC) performance reporting, the coordination of all USMC RELMIN metrics development within USMC and support (training, analysis, reporting) for the deployment of USMC RELMIN Metrics. 2.0 BACKGROUND: Headquarters Marine Corps Religion's (HQMC REL) Vision is to develop "mission-ready" Marines, Sailors and their families while demonstrating spiritual, moral, and ethical maturity that is supported by the innovative delivery of religious ministry and compassionate pastoral care." The requirements of Religious Ministry to Sailors, Marines, and their family members is met and managed by Navy Chaplains and Religious Program Specialists (RP). These personnel are specially trained and uniquely qualified and are integral to the Sea Services. Strategically, the Chaplain Corps anticipates a number of critical opportunities and challenges as it continue to adapt to meet current and near-term conditions. These opportunities and challenges derive from shifts in national religious demographics, continuing evolution of the Navy Enterprise concept, emerging changes in the mission of the Marine Corps, specific Chaplain Corps recruiting and retention challenges, redefining of the RP rating, and the need to expand performance measures and metrics. In pursuit of establishing and sustaining structures and mechanisms to meet religious ministry requirements, USMC RELMIN is seeking to: (1) Fulfill religious ministry needs. (2) Sustain healthy active duty and reserve component chaplain and RP communities. 3) Measure and report performance in a transparent manner. (4) Communicate Chaplain Corps' value to all stakeholders. The focus at this stage of the strategic planning process is to move from strategy to execution; articulate CHC capabilities, define the Corps' long-term goals and develop executable implementation strategies, in particular metrics that gauge the CHC Measure of Effectiveness for the Marine Corps. Additionally, a critical step is to identify the risks associated with the execution of this plan and develop strategies to mitigate those risks. 3.0 SCOPE: The Contractor will be directly responsible for ensuring the accuracy, timeliness, and completion of all tasks assigned under this PWS. The Contractor shall provide programmatic and technical support to HQMC (REL) for further defining and implementing the Chaplain Corps strategic plan which includes: (1) Development, implementation and refinement of outcome based performance measures and metrics. (2) Support of critical USMC RELMIN issues identified as part of the planning process. 4.0 TASKS: 4.1 HQMC REL requires support to assist in the continued design, development, and implementation of performance measures and metrics that report on the impact of Religious Ministry within the USMC. The Contractor's support shall include development of high level metrics and outcome reporting; coordination with operating forces and supporting establishment metrics efforts; deployment support (i.e. training, analysis, reporting, etc.) for CHC metrics and integration with existing performance reporting systems, including the Navy Chaplaincy Ministry Support Tool (NCMST) and the Marine Corps Fitness Improvement Tool (MCFIT). Areas to be reported include customer (i.e. Marines, Sailors, and their families) satisfaction, workforce (i.e. staffing, billet quality), impact on resiliency and readiness and financial reporting. Contractor efforts under this task are expected to include: (1) Design/Develop Measures, Measurements and Metrics: The Contractor shall provide and support the development, (including prototyping) of measures and metrics in each of the impact areas. Include identification of source data, automated data loading/validation and alignment between component command and headquarters reporting requirements. o Administrative support including but not limited to the development of briefs and power point presentations. o Provide program support for planning meetings, briefs, and situation reports. o Provide subject matter expertise on new initiatives. (2) Deploy Metrics: The Contractor shall provide support to HQMC REL staff in deploying the metrics at the tactical, operational, and strategic levels within the USMC. To allow for comparative analysis, the Contractor shall ensure metrics are rolled up to HQMC REL via respective component commands from individual units. (3) Develop Standard and Provisional Reports: The Contractor shall provide support to HQMC REL and component command staff (both chaplain and commanders) to develop and deploy standard performance measurement and metric reports across the USMC. Reports should be available electronically in order to maximize an extent consistent with source data update) as well as in print format. (4) Conduct Analysis and Update: The Contractor shall provide support (analysis of outcomes and routine updates of the measurements/metrics structure) to ensure metrics are clear, relevant, and actionable at each level of the USMC reporting structure. (5) Develop Reports: The Contractor shall provide support to various USMC stakeholders (Religious Ministry Teams [RMT] and commanders) to develop and deploy standard reports across the USMC enterprise. Reports should be available electronically in order to maximize an extent consistent with source data update as well as in print form. (6) Provide Research and Coordination Support: The Contractor shall provide subject matter expertise to conduct research into areas such as best practices, trend analysis, and visualization of metrics; as well as, provide coordination support across all the activities required to fully design, develop, deploy, review and approve RELMIN metrics within the USMC and the Department of the Navy. 4.1. Contractor Qualification/Experience. (1) At a minimum, the Contractor shall have a Bachelor's Degree in Business Administration or a Master's Degree in Business Management. (2) The Contractor shall have a general working knowledge of operational research development and statistical analysis. (3) The Contractor shall have experience in effectively synthesizing data and the subsequent development and presentation of professional analytical reports. (4) The Contractor must possess an understanding and general working knowledge of institutional chaplain services. (5) The Contractor must possess working knowledge of Microsoft Word. 5.0 DELIVERABLES: Deliverables shall be in the form of final oral presentations and written reports including associated spreadsheets and/or appropriate documentation as described in paragraph 4.2(2) above; or in such other form as agreed to by HQMC REL executive leadership. Deliverables include, but are not limited to, proposed draft documents, memorandums, briefs, and meeting notes. The Contractor shall deliver the products to HQMC REL, by the specified deadline in the appropriate government format. If no format is provided, the Contractor shall propose a format to be used, at the time of assignment, to be approved by HQMC REL. The Contract/task order number shall be provided on all reports and correspondence presented in the performance of this PWS. 5.1 The Contractor shall complete the following deliverables: (1) Plan of Action and Milestones (POA&M): Include updates to the Measurements/Metric program, Organizational Assessment, Implementation Plans, Design/Implementation of performance Measures, Measurements, and Metrics, and related items in a Master Integrated Work Schedule. (2) Monthly Progress Report: Shall include the following: a. Work completed in the current reporting period. b. Work expected to be completed in next reporting period. c. Relevant Financial and Schedule reporting. d. Identification of critical issues. e. Contractor recommendations. f. All other tasks. Deliverables Summary. Deliverable Content Due Date Plan of Action and Milestones (POA&M) Include updates to the Measurements/Metric program, Organizational Assessment, Implementation Plans, Design/Implementation of performance Measures, Measurements, and Metrics, and related items in a Master Integrated Work Schedule. One month after contract is awarded Monthly Progress Report -Work completed in the current reporting period. -Work expected to be completed in next reporting period. -Relevant Financial and Schedule reporting. -Identification of critical issues. -Contractor recommendations. -All other tasks. Monthly Standard and Provisional Reports To be determined by the COR As required All raw data as well as resulting tables, matrixes, reports, manuals, audio/visual aids, etc., generated in execution of this PWS shall become the property of HQMC REL. 6.0 PERFORMANCE STANDARDS The Contractor's performance will be measured on its ability to provide the deliverable products in the specified format, on time, with zero deficiencies and under the ceiling amount of the order. 7.0 INSPECTION AND ACCEPTANCE The Contractor will review all assigned tasks with the HQMC REL, Contracting Officer's Representative (COR) prior to assigning the work to Contractor personnel; as well as on a periodic basis thereafter. Inspection and acceptance of services to be furnished hereunder shall be made, upon completion of the services, by the COR. 8.0 PLACE OF PERFORMANCE 8.1 All work for this PWS will be performed at the Pentagon (HQMC REL work space), Contractor offices, and appropriate Marine Corps Facilities, as required, across the United States. 8.2 Authority of Government Personnel. 8.3 Contracting Officer. The Contracting Officer is the only person who can legally modify a resulting contract or obligate the Government for expenditure of funds. Only the Contracting Officer has the authority to authorize deviation from the terms and conditions of any resulting contract, including deviation from the specification and requirements. In the event the Contractor does deviate, deviation shall be at the risk of, and any cost related thereto shall be borne by the Contractor. Any matter concerning a change to the scope, prices/costs, terms or conditions of this contract shall be referred to the Contracting Officer. 8.4 Contracting Officer's Representative (COR). The Contracting Officer shall appoint a COR prior to contract award. It is emphasized that only the Contracting Officer has the authority to modify the terms of the contract. No understanding, agreement, modification, change order, or other matter deviating from the terms of the basic contract between the Contractor, or any other person, will be effective or binding on the Government. When/if, in the opinion of the Contractor, an effort outside the existing scope of the contract is requested, the Contractor shall promptly notify the Contracting Officer in writing. No action shall be taken by the Contractor, unless a contractual change is issued by the Contracting Officer. 9.0 DATA RIGHTS. The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights. 10. GOVERNMENT FURNISHED INFORMATION (GFI) The Government Furnished Information (GFI) shall include relevant proprietary material produced by various organizations in support of analytical and consulting services to discern key core competencies on-hand and required for executing identified core functions. Various organizational charts exhibiting the current structure will be provided to the Contractor. 11.0 PERSONNEL IDENTIFICATION VERIFICATION Personal Identity Verification of Contact Personnel. PERSONAL INDENITY VERIFICATION OF CONTRACTOR PERSONNEL (SEPT 2007); (a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Home Security Directive -12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24 and Federal Information Processing Standards Publication (FIPS PUB) Number 201. (b) The Contractor shall insert these clauses in all subcontracts when the subcontractor is required to have routine physical access to a Federally-controlled information system. 12.0 SECURITY REQUIREMENT. Contractor personnel performing work under this contract must have a Secret Clearance prior to commencement of work and must maintain the level of security required for the duration of the contract. 13.0 TRAVEL Travel is not anticipated but if required, travel authorization requires pre-approval of responsible government staff prior to incurring costs. Travel is to be authorized by the COR prior to any travel commencing on this PWS. All travel costs will be in accordance with the Joint Travel Regulations (JTR). Costs incurred without authorization will not be reimbursed. 14.0 QUALITY ASSURANCE AND PERFORMANCE. A Quality Assurance Surveillance Program (QASP) will establish the requirements for acceptance of work, performance quality, and associated deliverables. The COR is responsible for establishing the provisions of the QASP. The QASP shall incorporate the Contractor's proposed quality control processes with the Government's terms and conditions for acceptance of products and services.
