WORD VERSION OF SCOPE REQUEST FOR INFORMATION ONLY AT THIS TIME. DOES YOUR COMPANY PROVIDE THE FOLLOWING? STATEMENT OF NEED - GOVERNMENT NWWT4201-14-01424 NATIONAL WEATHER SERVICE - "SNOWCAT OR COMPARABLE BRAND" PURPOSE: This snow cat will primarily be used to access the Mt. Ashland Doppler Radar site during the fall, winter, and spring when equipment maintenance is needed. This allows the electronic staff to access the remote radar in the winter to conduct emergency repairs and needed preventative maintenance inspections (PMIs). This ensures radar data is received by the office to assist in the issuing of weather watches and advisories. About the Operating Environment: • Mt. Ashland is a 7500 feet mountain peak about 21 miles (not travel, but straight distance) south of the Medford Airport. • The area routinely sees winds in excess of 90 mph, with air temperatures occasionally falling to 0 degrees, and snow accumulation of 10-15 feet. • The road to the site is a narrow 3 miles, travels across a cross-country trail, and has a maximum slope of 50%. The highest portion of the route has steep drop-offs all along one side of the route; large boulders and steep hill-sides on the other side give very narrow access. • The snow on the road can vary from several feet of soft powder snow that can end many trips even with a wide/float track, to large drifts, hard pack ice, or loose rock on the lower ridge which is often exposed due to high winds. • Visibility can change from several miles to just a few feet in a matter of minutes because of clouds and blowing snow developing with passing showers. • There are three very tight switchbacks with high steep turns that require high torque to make the tight turns and steep climbs. There is little room for error or slippage. • During the best of conditions, the travel takes more than about 45 minutes, and during less than ideal snow conditions can take more than 1 ½ hours one way and sometimes cannot be completed. This is an extreme travel environment in every way and requires a snow cat that can handle the harshest of conditions. TECHNICAL SPECIFICATIONS: Purchase of one snowcat meeting the following requirements: 1. 4 person cab 2. Hydrostatic drive with independent track controls (1 track moving forward one in reverse at same time) 3. Adjustable seats with ¾ to full back rest 4. Dedicated heaters for the main window with temperature and fan controls 5. 6-way Front Blade 6. Engine block heater 7. Hydraulic oil warmer. 8. Rear Cargo Platform 9. Mounting area for two way radio 10. Roof Mounted Beacon 11. 3 point seat harnesses 12. Easy access to engine and hydraulic system for maintenance and repair 13. Maintenance and Repair Manuals 14. Ground pressure of.85 psi or lower 15. Roll over protection 16. Height less than 100'' because of garage storage door entrance height 17. Ability to remove snow drifts 18. Ability to achieve floatation on deep, low density, powder-type snow 19.
