- The purpose of this Amendment is to change the Industry Day briefing date and time for this requirement from 31 March 2014, 1300 hours - 1600 hours Central Daylight Time (CDT) to 10 April 2014, 1330 hours - 1600 hours CDT, Building 110 at Naval Surface Warfare Center, Panama City, FL. All interested Offerors shall submit their intent to participate to Linda Hawthorne, Contract Specialist, via e-mail at linda.hawthorne@navy.mil no later than 1 April 2014, 1500 hours CDT. The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is soliciting information from potential sources to analyze compressed breathing air for divers, damage control personnel, and aviators worldwide. The contractor shall provide (a) transportable equipment for collecting gas samples from various pressure sources and (b) services for analyzing samples collected from these sources. The contractor shall be responsible for the shipment of these kits to various military commands worldwide as well as providing a database to track all actions. The laboratory performing the analysis shall be accredited by the American Industrial Hygiene Association (AIHA), the American Association for Laboratory Accreditation (A2LA), or the National Voluntary Laboratory Accreditation Program (NVLAP). Historically, approximately 2,400 total samples are tested each year, meeting the sampling needs of approximately 560 military activities. The purpose of this Sources Sought notice is to determine whether industry can provide suitable services and has suitable products on hand or available with minimum developmental effort and time to support the Defense Compressed Air Testing (DCAT) Program as described in the attached draft performance work statement (PWS) and draft contract data requirements lists (CDRLs). Commercially available off-the-shelf (COTS) units are most desirable where a solution has been previously developed. The draft PWS and draft CDRLs attached to this Sources Sought Announcement outline the specific level of support and objectives required. Interested business concerns should review the attached draft PWS and draft CDRLs and submit a capability statement reflecting their companies' capabilities to provide the effort described in the attachment. Note that the PWS and CDRLs are only a draft and may change when the solicitation is issued; however, the core requirement will not change. NAICS Code 541380 applies. SBA Size Standard is $14M. FSC is H999. The anticipated contract type and period of performance are still under review and will be provided in the formal Request for Proposals (RFP). Interested companies should include the following information in their responses: (1) CAGE CODE; (2) Description of capability as it relates to performing the requirements in the draft PWS and CDRLs; (3) Name of company and address of firm; (4) Size of business including average annual revenue for past three years, number of employees, and type of large business, small business (8 (a), Women-Owned, HUB-Zone, Veteran- Owned, Service-Disabled-Veteran-Owned Business; (5) Ownership including Country of Ownership, Central Contractor Registration (CCR) information, and DUNS Number, if available; (6) Number of years in business; (7) Two points of contact including: name, title, phone, and e-mail address. There is no specific format or outline submittals must follow. Capability summaries should be no longer than 10 pages in length. All questions and inquiries must be submitted via email to the point of contact listed for this announcement. NSWC PCD requests your responses by 3:00 PM (central daylight time), on 21 March 2014. Responses and questions shall identify this notice number and title and shall be submitted to the Contract Specialist, Linda Hawthorne, at linda.hawthorne@navy.mil.
