Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to The University of Pittsburgh (PITT), Pittsburgh, PA 15260, to provide research and development services in support of a study to determine the feasibility of using Transchromosomic Bovine derived polyvalent human immunoglobin (Tc pAb) as a therapeutic and/or prophylactic agent against Venezuelan equine encephalitis (VEE) in support of Naval Medical Research Center (NMRC), Silver Spring, MD. This acquisition pertains to a particular segment of the study involving the construction of highly immunogenic DNA vaccines, murine aerosol challenges under BSL-3 conditions, and serum analysis to be performed by the PITT research team. The base period of performance will be for 24 months and has an estimated value of $721,725.00 and there will be a 24 month option period with an estimated value of $670,749.00. The total estimated value of the contract including all options is $1,392,474.00. PITT possesses the unique technological capability and expertise needed to produce the highly immunogenic DNA and inactivated viral vaccines that NMRC has selected for this study. PITT also has access to virulent strains of Venezuelan equine encephalitis (VEE) to be used in this study, and its research team has very specialized BSL-3 aerobiology and in-vitro imaging expertise needed to successfully perform the required testing and analyses. In addition to its expertise, PITT has an immense array of state-of-the-art physical resources available in its Regional Biocontainment Lab (RBL) which includes Bio-Safety Level (BSL) 2 and BSL-3+ working areas, advanced equipment such as qRT-PCR, flow cytometry, luminex bead array, and fluorescence/confocal/live cell microscropy facilities. The research team leaders at PITT also possess specific expertise in working with these virulent alphaviruses, and have trained and participated in past alphavirus countermeasure projects with DTRA and other Government sponsors. Market research determined that there is no commercial service or item available that will satisfy the Government requirement and that PITT possesses the unique technological capability and expertise needed to successfully accomplish this essential requirement. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 3:30 PM Eastern Time, 3 April 2014 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil and shall reference "N32398TCVACCI" in the subject line.
