Description
1. CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) is evaluating the ability of businesses to renovate seven (7) existing facilities at the King Saud Air Base (KSAB) for temporary occupancy by Royal Saudi Air Force (RSAF) personnel. The facilities include: Five (5) 450 SM each, single-story barracks buildings; One (1) 300 SM, 1-1/2 story office building; and, one (1) 540 SM, single-story hospitality building. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work specified below. This is a Two-Phase solicitation process. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price. The estimated magnitude of this Construction project is between $1,000,000 and $5,000,000 with an anticipated period of performance of 180 days after issuance of the Notice to Proceed. 2. PROJECT INFORMATION: The United States Army Corps of Engineers has the requirement to renovate seven (7) existing buildings at the King Saud Air Base (KSAB). The project site is approximately 6.5 km south of the King Khalid Military City (KKMC), and approximately 67 km southwest of Hafr Al Batn, Saudi Arabia. These existing facilities are in various states of disrepair and shall generally be restored to a habitable condition for their original use. The intent of the work is to 'replace in kind' or repair the majority of the features of work. General elements of renovation work include, but are not limited to, the following: Civil -Repair and cleaning of water valve boxes and piping. -Limited repair of exterior walkway pavers. -Clean up of debris and trash around building exteriors. -Installation of a drainage channel and cover thru existing walkway. -Pesticide services. -Installation of concrete curb island and ramp extension. -Re-slope grade to provide for drainage away from buildings. Architectural -Repair and/or replacement of existing damaged doors and windows, and provide new hardware. -Repair and repainting of existing interior and exterior walls. -Repair and/or replacement of existing suspended and gypsum board ceilings. -Repair roofing as required. -Repair and refinish soffits and fascias. -Provide new signage and exit signs. -Replace existing cabinets and counters. -Replace existing toilet and bathroom fixtures and accessories. -Enclose existing water heaters with framed drywall partitions. -Provide new barracks and office furniture and furnishings. -Clean all interiors. HVAC -Remove existing split pack heat pump systems. -Remove the original split systems and replace with same size units. -Provide new thermostats. -Remove and replace existing roof-mounted packaged air heating/cooling units. -Balance existing air handling systems. -Replace exhaust fans. Plumbing -Clean building waste lines and thoroughly flush the systems. -Remove and replace water heaters. -Repair supply and waste lines as required. -Replace exterior hose bibs with vacuum breaker type. Electrical -Repair and/or replace existing exterior light fixtures. -Install new exit signs. -Install new fluorescent light fixtures. -Re-lamp and clean existing light fixtures. -Replace existing damaged light fixtures in-kind. -Replace existing egress lighting. -Replace and/or repair and clean existing receptacles and switches. -Clean existing panel boards. -Clean existing A/C disconnects/switches. -Repair and/or replace existing fire alarm systems. Interested parties must be licensed to perform work in Saudi Arabia. This synopsis IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government, as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. In order to be elegible for award, offerors must be able to do business in Saudi Arabia and cannot be on the Federal Debarment List.
