- MARKET RESEARCH/SPECIAL NOTICE. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to issue a contract to use methods to collect North Atlantic right whale location data in near-shore continental shelf waters of the Southeast U.S. coast; collect photographs for use in photo-identification of observed individuals; and communicate sighting locations to marine users consistent with Early Warning System (EWS) survey protocols. The project shall consist of survey preparation; surveys and data collection; and data submission and document preparation, review, and finalization. The seasonal survey area includes the near-shore continental shelf area from Cape Canaveral, Florida to Charleston, South Carolina. The contractor shall conduct daily aerial surveys, weather permitting, which are estimated to require up to 6 hours of flight time. The Contractor shall conduct surveys consistent with the 'NOAA Fisheries Southeast Region (SER) Minimum Aircraft and Crew Provisions for Right Whale Aerial Surveys: January 2013,' which will be included with a resultant solicitation. The period of performance is from 9/30/2014 through 9/29/2015, with four, 12-month option years. Surveys shall be flown December 1 through March 31 each year of performance under the contract. By April 30 each year, the Contractor shall deliver all quality-controlled, final aerial survey effort and event data including electronic data, sighting data sheets, etc., that were collected under the contract, and an electronic copy of the final report containing all information outlined in the contract. This is not a solicitation and no solicitation is available at this time. The purpose of this notice is to identify businesses that are capable of providing the required services. All interested parties must submit their company information to the attention of Jackie Shewmaker at Jackie.a.shewmaker@noaa.gov. Responses are due no later than 3/28/2014. Information must include brief supporting documentation to demonstrate that the company is capable of performing the required services as described herein. The DOC, NOAA, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with System for Award Management (SAM). No award can be made to a company not registered in SAM. For additional information and to register in SAM please access the following web site: http://www.sam.gov.
