- 1.Introduction/Purpose The FAA Office of Budget is seeking interested companies to deliver classroom training on financial management courses developed by the FAA that include: Fund Certification in the FAA, Managing and Approving Financial Transactions, Appropriation Law for the FAA, and Appropriation Law Refresher for the FAA. Interested companies MUST have a training facility within the Washington DC Metropolitan Area. The period of performance is anticipated to be five (5) years from the date of contract award. 2. Incumbent Contractor These services were currently being performed under an Interagency Agreement with the Office of Personnel Management (OPM) #DTFAWA-10-X-00005 via Management Concepts Incorporated (MCI) located at 8230 Leesburg Pike., Tysons Corner, VA. 3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time. This determination for the level of competition will be based on the results of this market survey. 4. Standard language This public announcement is being issued in accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.3.11. Interested parties are advised that: This is not a SIR or Request for Proposals; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and Any costs associated with the market survey response submittals are solely at the interested party's expense. 5. North American Industry Classification System (NAICS) Code The projected NAICS code for this requirement is 611430 “ Professional and Management Development Training with an applicable size standard of $10 Million. 6. Submittal Requirements for Market Survey Interested parties are required to submit the following: (a) Capability Statement: Submit a summary of your firm ™s capability in meeting the FAA ™s requirement as described in the attached Draft SOW. This statement should not exceed four (4) pages in length. Please include the following: (i) comments on the requirement (where appropriate), (ii) technical approach, (iii) corporate experience with this type of work, (iv) any additional information to assist the FAA in planning the acquisition strategy, (v) if your firm cannot demonstrate capability in meeting any task area, provide a plan for doing so (b) Business Declaration: Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable. 7. Delivery of Submittals Interested companies must submit their response to this market survey electronically to the Contracting Officer at lori.mclaughlin@faa.gov by no later than 4 PM (EST) on March 20, 2014. All questions regarding this market survey must be submitted via email to the Contracting Officer. 8. Other (if applicable) (a) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. (b) The FAA anticipates releasing the RFO/SIR in May 2014. The planned contract award date is September 2014. 9.
