- Wage Determination GSA 527 SF1442 Document Security Letter. Reps and Certs Agreement Solicitation Title: Keating 1st Floor District Courtroom and Chambers Project, Rochester NY Solicitation Number: GS-02P-14-PWC-0011 Synopsis: The project shall be constructed under a single prime Contract and consists of the Base Work and an Option for additional Work. The Work generally includes the following: 1. Keating 1 st Floor District Courtroom and Chambers Project - Base Work: •a. Project Area: Approximately 14, 400 sq. ft. •b. Selective Demolition 1 st floor project area and selected areas on the basement level shown on drawings. •c. Construction of the new Courtroom 114, south judge's chambers suite, jury suite, public waiting area, new public toilet rooms, and related public corridors. •d. Removal of an existing steel column and insertion of a new steel column and steel girders in the new Courtroom 114. •e. Alterations to selected basement rooms in connections with the replacement of the existing steel column in the courtroom. •f. Temporary lighting, HVAC and fire protection work in the future north judge's chambers and holding cells area. •g. Upgrading and modifications of central AC units in the existing penthouse. 2. Keating 1 st Floor District Courtroom and Chambers Project - Option •h. Project Area: Approximately 4,500 sq ft •i. Selective Demolition at Existing Courtrooms No one and two, 164 and 161 entrances and adjacent public corridor. •j. Construction of the north judge's chamber suite. •k. Alterations to the public corridors 101 and 103, public waiting 106, and entrance areas of existing courtrooms one and two 164 and 161. In accordance with FAR 14.408-1, award will be made as a firm fixed price sealed bid construction contract to a responsible bidder whose bid, conforms to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. The magnitude of this construction project is estimated between $5,000,000 and $10,000,000. The appropriate NAICS Code is 236220, with a size standard of $33.5 million dollars. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The procurement is 100% full and open competition for all business concerns. The required construction completion date is approximately 18 months commencing one day after Notice to Proceed. Notification for a site visit will be posted on a coming amendment. After the site visit, vendors will be allowed a week to ask specific questions about the project, then allow a few days for the responses from the GSA. The responses then will be posted via amendment. At the site visit the question/answer process will be explained in greater detail.
