HMMWV SMI DRAFT PERFORMANCE SPECIFICATION HMMWV SMI DRAFT CDRL PACKAGE HMMWV SMI DRAFT STATEMENT OF WORK USMC High Mobility Multi Wheeled Vehicle (HMMWV) Sustainment Modification Initiative (SMI) Notice of Draft Solicitation Documents The Program Executive Officer (PEO) Land Systems, Light Tactical Vehicle (LTV) program has a requirement to upgrade the HMMWV's pre-armoring levels of safety, performance, reliability, and sustainment. FAR 15.201 encourages exchanges with industry from the earliest identification of a requirement through receipt of a proposal. Accordingly, the Government is providing draft requirements documents to: (1) Improve industry understanding of Government requirements; (2) Allow potential offerors to judge whether or how they can satisfy the Government requirements; (3) Enhance the Government's ability to obtain reasonable prices; and (4) Increase efficiency in the proposal preparation, evaluation and contract award process. The LTV program office hosted a previous industry day for this effort on December 19, 2013. Related information can be accessed via www.fbo.gov search for Special Notice: M67854-14-I-0205. A second industry day event is anticipated to be held in early April 2014 to field questions on this requirement and related documents. Specific details and instructions for the second Industry Day will be provided in a future notice posted to www.fbo.gov. The HMMWV SMI requirement will be completed in two phases. This announcement addresses only the first phase. This first phase will be for Engineering and Manufacturing Development (EMD), in an attempt to identify proposed solutions of increased levels of safety, performance, reliability, and sustainment in accordance with the Statement of Work/Performance Specification. Solutions will incorporate selectively chosen and integrated combinations of commercially available automotive technologies onto the current HMMWV platform. Interested parties are strongly encouraged to carefully review the draft requirement documents and submit their questions to Contract Specialist: Andrew Fonda at andrew.fonda@usmc.mil. Phone calls will not be accepted. Questions concerning any element or aspect of the draft documents (Technical, Administrative, Contract, Legal, etc.) may be submitted until 2:00 PM EST, March 27, 2014. Parties submitting questions shall include the following information: (1) Name, phone number, and e-mail of the inquirer; (2) Reference the section, page number and paragraph that your question or comment applies to; and (3) Provide background or situational context for the question if necessary. The attached draft requirements documents are working copies only, and may differ from versions that may be released with the official solicitation. The draft documents are: (1) Statement of Work (SOW), (2) Contract Data Requirements List (CDRL), and (3) HMMWV Performance Specification. It is anticipated a Request for Proposal (RFP) for this requirement will be released in early May 2014, and contract awards in late August to early September 2014. Information contained in this notice is subject to change. No proposals are being requested at this time. This announcement does not constitute a solicitation and should not be construed as a commitment of any kind by the US Government to issue a solicitation or ultimately award a contract. Additionally, the Government is under no obligation to, and will not pay for effort or activities expended in response to this announcement.
