- It is the intent of the National Library of Medicine (NLM), Specialized Information Services (SIS) to award a sole source firm-fixed price purchase order to the University of Idaho, P.O. Box 4244, Moscow, ID 83844-4244, for the purpose of obtaining research in support of the on-going development and tuning of the UNICON Programming Development Environment. The University of Idaho is the only known source to NLM that can meet the above requirements due to language redesign and elaboration previously purchased. This language is the foundation for our remote data entry system and for much of the data reprocessing required for Web retrieval. The Intended procurement is classified under NAICS code 541990 with a Size Standard of $14.0 million. The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-72 (effective January 30, 2014), including all FAR Circulars issued as of the date of this synopsis. The period of performance is anticipated to be twelve (12) months with two consecutive twelve (12) month option periods. NLM anticipates that an award will be made on or about May 1, 2014. This is not a solicitation for competitive quotations, nor is a RFQ available. However, in accordance with FAR 5.207(c)(15)(ii), if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to all NLM to determine if the party can meet all of the foregoing requirements. Quotations must be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the vendor is capable of successfully performing the requirement. Capability statements and related materials must be received in this office by 12:00 pm local prevailing time on April 2, 2014 via e-mail to buseyk@mail.nlm.nih.gov, ATTN: Keturah Busey. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government.
