- The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of various members of industry, specifically the Small Business Community: Small Business, 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women Owned Small Business (WOSB) to ensure there would be adequate competition among the potential pool of responsible firms. This procurement, whether it be set-aside for small business or procured on an unrestricted basis, shall be made under North American Industrial Classification System (NAICS) code 541310, Architectural Services. The small business size standard for NAICS code 541310 is $7,000,000.00 in average annual receipts over the past three (3) years. This is only a sources sought. This is not a solicitation nor does it guarantee a solicitation will be issued. Requests for solicitations will not receive a response. Any information submitted to this sources sought is strictly voluntary. The government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this notice. This notice is a request by the Government to collect information from AE firms for the purpose of market research. Not providing a response to this notice will not prohibit/exclude your company from participating in any future solicitations. Contract Goal: GSA PBS Region 10 seeks to award not more than four (4) Multi-Disciplinary AE IDIQs to firms who are licensed to practice in all three states: Washington, Oregon and Idaho. GSA PBS Region 10 will also award not more than two (2) Multi-Disciplinary AE IDIQs to firms that are licensed in Alaska for projects within Alaska only. Scope: Typical work under these IDIQ's may include but not limited to the renovation and restoration of existing office and public spaces and space planning services to include furniture layout, design and move coordination. Also included are replacement and/or upgrade of typical building systems such as roofs, windows, exterior restoration, heating, cooling, plumbing, electrical, fire alarm, energy management system (EMS), etc. Many of the projects will be in historically significant buildings which may contain hazardous materials including but not limited to asbestos containing materials and lead based paint. The projects will range in value from an estimated construction cost of $10K to the prospectus limitation, $2.9M. The Architect-Engineer will be expected to handle several projects simultaneously, without compromising timeliness and quality of service to GSA. This indefinite-quantity contract may also be used to provide Architect-Engineer services for new construction or renovation of GSA leasehold interests as well. Experience: Firms interested in this effort must be able to demonstrate experience as an A/E Contractor with experience architectural, mechanical, electrical, commissioning, scheduling, estimating and construction phase services. Other professional disciplines may be involved depending on the scope of any given project and shall also be provided by the A/E either through in-house staff or the hiring of consultants. These may include, but are not limited to, construction management, historic preservation, structural, fire protection, life-safety, sustainable design, environmental, art conservation, interior design, space planning services, civil, survey and soil boring, geotechnical testing, surveying (boundary & topographical), conceptual site planning, acoustics, energy and water conservation, traffic engineering, security and any other specialty consultant deemed necessary to design a complete project. Responses: Note: Consideration will be limited to those firms that are licensed to practice and have an active production office within Washington, Oregon, Idaho and Alaska or can establish one within 45 days of contract award. If you are an interested business, please provide a letter of interest in addition to the documentation requested below. All information is subject to verification. Additional information may be requested to substantiate responses. Companies providing above referenced material are requested to limit their submission to no more than 10 double-sided pages. Those will be requested during the solicitation phase. Each response will be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only.
