Description
The U.S. Army Corps of Engineer (USACE) Middle East District intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a proposal to the Design-Bid-Build Facilities at Al Udeid Air Base in Qatar. The contractor shall comply with all base security requirements. Project Scope: This project consists of building three facilities at Al Udeid Air Base in Qatar. Major description of proposed construction is as follows: Construct a Medical Administration Building with concrete foundations and masonry walls, and Medical and Furnishings Management warehouses, both with concrete foundations and concrete masonry unit (CMU) walls with metal superstructure. Work will include utilities and all necessary work to produce complete and useable facilities. This project will comply with Department of Defense (DoD) antiterrorism/force protection requirements per Unified Facilities Criteria. U.S. Air Force Central (AFCENT) requires a CMU facility (splinter protected construction) to house Command, Control and Communications capabilities to support current missions including Operation Enduring Freedom. Additional Requirements: The contractor must be licensed to conduct business in the country of Qatar. Contracting Procedures: The solicitation will be a Request For Proposal (RFP). Contract award will be based upon a Lowest Price Technically Acceptable (LPTA) analysis of all proposals. The evaluation criteria will be conveyed within the RFP. The construct for the medical warehouse in the project scope will be in the solicitation as an option item. The contract will be awarded on a firm-fixed price basis only. The performance period will be 450 calendar days from issuance of Notice to Proceed (NTP). The magnitude of this construction project is between $10,000,000 and $25,000,000. Proposal Period: The tentative date for issuance of RFP W912ER-14-R-0021 is April 1, 2014. The tentative date for receipt of proposals is May 15, 2014. Site Visit: Site visit is tentatively scheduled for April 30, 2014. More information pertaining to site visit time, location, contact (s) and requirements will be disclosed in the solicitation. Solicitation release information and required password/s will only be released to those who have electronically filled out a Capabilities Statement. Capabilities Statements are required for EACH solicitation of interest. Offerors must have and must maintain an active registration in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM data base, the Government reserves the right to award to the next prospective Offeror. Plans and Specifications: This is an electronically issued solicitation. The Government will post the RFP to the AMRDEC site and be password protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. NOTE: The solicitation will not be provided to plan rooms, subcontractors, suppliers or vendors. Cover letters and extraneous materials (brochures, etc.) will not be considered.
