Description
RTI Brand Name Justification Revised The Massachusetts National Guard intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for Construction of a Regional Training Institute (RTI) at Camp Edwards, MA; Project Number 250095. The project will consist of constructing a new Regional Training Institute (RTI) Building for the Massachusetts National Guard. The Contractor will provide all labor, materials, equipment, and supervision necessary to perform all work required in strict accordance with the detailed requirements of the technical provisions. The project proposes the phased new construction of a Regional Training Institute (RTI) building. Provide all materials, labor and equipment to construct one 25,913 square foot Educational Facility and one 32,125 square foot Billeting Facility. The project would be designed to secure a Leadership in Energy and Environmental Design (LEED) "Silver" rating, at a minimum, from the US Green Building Council (USGBC). This project includes Government Furnished Equipment to include, but is not limited to, pre-wired workstations. The work of this project includes receiving, unloading, handling, storing, protecting, and installing the Government Furnished Equipment. For work requiring that existing items be relocated and includes, where required, all effort for disconnecting and dismantling, loading, and delivery to the site in addition to previously stated. This project also includes 5 Bid Options. Bid Option No. 1: Construct two parking lot access driveways. Driveway construction includes pavement removal of the existing southerly driveway, additional curb demolition along existing and proposed driveways, additional removal of asphalt sidewalk, asphalt pavement construction of two (2) Twenty Four (24) foot driveways, additional concrete curb, accessible pedestrian curb ramps at proposed driveways, additional asphalt sidewalk, pavement markings, stop signs, drainage structures and piping, relocation of one hydrant and soil erosion and sediment control measures associated with Bid Option No. 1 improvements. Bid Option No. 2: Provide and install wood wall panels in Rooms 101, and portions of Rooms 122, 123 & 125, in Educational Building. Base Bid to include painted gypsum board with ½" metal reveals. Bid Option No. 3: Provide and install fabric wrapped wall panels in Room 113 and Corridor 123. Bid Option No. 4: Remove overhead primary electrical conductors and install an underground electrical duct bank with primary electrical conductors. Provide utility poles with required accessories, conduit, conductors, manholes etc. Contractor is responsible for all associated details to complete the work. Bid Option No. 5: Provide and install all A/V equipment and wiring as required in the Construction Drawings to provide a complete A/V system in Auditorium 113, Classroom 114 and Multi-Purpose Room 112. Equipment includes, but is not limited to projectors, mixers, touch panels, controls, wiring etc. Bid Option shall include all equipment, devices and cabling necessary to provide a fully functioning system. This project includes the following brand name items of "Best Cormax" patented system (7 pin, Type A2, Keyway X10W, Keystamp KS717, Finish 626) and AES Intellinet Fire Alarm Transreceiver. See "RTI Brand Name Justification Revised" document. The magnitude of this project is between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) code for this effort is 236220. This is a TOTAL SMALL BUSINESS SET-ASIDE and the Small Business Administration (SBA) size standard is $33.5 million. Construction completion time is 540 calendar days. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states, "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 25 March 2014. The tentative date for the pre-proposal conference is on or about 14 April 2014, 10:00 a.m. local time at the Army Facilities Engineering Building, Camp Edwards, MA. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for on-or-about 12 May 2014, 1:00 p.m local time at the Massachusetts Army National Guard Joint Force Headquarters located at 2 Randolph Road, Hanscom AFB, MA 01731. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Past Performance and Price. The Government intends to award without discussions. Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) are migrating to in System for Award Management (SAM). The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is not a competitive bid and there will not be a formal public bid opening.
