- NASA/DFRC has a requirement for 25 each 4DX Renewal Annual Support and Upgrades, 5 each 4DX6-UGR, 1 each STKDEVUGR-D STK developer bundle Renewal Annual Support, 1 each STKPROEDUGR-D STK professional edition bundle, 30 each RT3DEP-UGA RT3 deployment license annual support & upgrades Arcata Associates, inc. intends to purchase the items from Analyical Graphics, Inc 220 Valley Creek BLVD Exton, PA 19341 Annual License and maintenance for the licenses identified are used in the Mission Control Room and development systems. This annual licensing agreement supports an existing NASA DFRC capability (Western Aeronautical Test Range WATR), this capability provides for the processing and display of Time Space Position Information (TSPI) related to vehicles under test on a global map. The estimated period of performance for this procurement will commence Sept. 9 2014 and continue through August 31 2015. The estimated period of performance for this procurement will commence Sept. 9 2014 and continue through August 31 2015. Analytical Graphics Incorporated developed the STK software. Analytical Graphics Incorporated possesses the detailed knowledge for all aspects of the software, which is unavailable to another firm. Analytical Graphics Incorporated owns the unique detailed design information and has personnel with the knowledge to perform the troubleshooting and upgrades. The personnel and design information are critical in implementing the required capabilities,Analytical Graphics Incorporated, as the sole producer of the STK software and licensing and maintenance support specified has the unique capabilities required to provide this solution. Due to the proprietary nature of the intellectual property, Analytical Graphics Incorporated is the only firm that can provide these required services and materials. Schedule risk and cost will be significantly reduced through the utilization of an existing unique capability identical to that currently used by the WATR. The time and cost of a detailed technical analysis of the capabilities provided by the Analytical Graphics Incorporated STK software will be avoided, and the time and cost of the development of an alternate solution will also be avoided. We will continue to look for a more cost effective solution that will meet the needs here at Dryden. Arcata Associates, Inc. does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 06, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by Arcata Associates, Inc. not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of Arcata Associates, Inc.. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
