Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Life Technologies to purchase the following items: 1. Two (2) Life Technologies QuantStudio6 Flex Real-Time PCR Systems (P/N 4485699), including attachments; 2. Two (2) Fast 96-Well Calibration Installs (P/N 4432557); 3. QuantStudio6 Basic Training (P/N 4475955); 4. QuantStudio6 Real-Time PCR Application Training (TRN00076); 5. Quality Assurance Plans for each instrument (P/N ZG11SCQSTUDIO6FLEX); 6. Trade In allowance for two (2) EPA-owned 7900 HT Model Instruments. The specified instruments above will allow researchers to continue ongoing research relying on the detection and quantification of DNA and RNA molecules with accuracy down to a 1.5-fold range with a dynamic range of up to 9 orders of magnitude. qPCR methods utilized by EPA to comply with research goals such as the formulation of future health and risk guidelines for recreational water are currently optimized for use with this specific instrument technology. It is critical that future data is compatible with previous research in all methods, formats, error detection and validations. Switching to another manufacturers instrument would cause substantial duplication of research efforts and unnecessary additional costs as all methods currently in use by EPA would need to be re-optimized and re-validated. EPA has identified Life Technologies Corporation, as the only contractor able to meet the requirements of this procurement. This procurement will be accomplished under FAR Part 12 Commercial Items and Part 13 Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered by the agency MUST submit documentation to the office identified in this notice. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
