Description
REQUEST FOR INFORMATION ON GPS USAGE WITH PRECISION AGRICULTURE A. INTRODUCTION The U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) is investigating the use and support of precision agriculture in relation to improved coordination and information sharing. Of special interest is the application and use of GIS, GPS, and related technologies with precision agriculture. The objective of this RFI is to survey manufacturers, coordination and standards groups, or others interested in responding regarding data formats, accuracy standards, templates, data input/output options, hardware, software, compatibility with government and commercial programs. FSA recognizes that all factors may not be required for all producers, manufacturers, or others, but a better understanding of the expanding areas of system specifications and compatibility would be beneficial to all parties. Therefore, we are looking for not only the most basic information but also the broad range of data, services, uses, formats, and new or planned items related to precision agriculture, especially with GPS data, formats, accuracies, and related factors. This RFI is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government will not pay for any information/items submitted in response to the RFI. No determination as to the viability of this requirement has been made at this point and there is currently no solicitation for this effort. B. BACKGROUND FSA national, state, and county offices utilize geospatial software, hardware, and data to support a variety of producer programs. Many of these programs require accurate area measurements, crop or other attribute information, together with GIS and imagery data and systems. The intent of this RFI is to gather information about system specifications for precision agriculture software, hardware, formats, and standards. The use and specifications of GIS and GPS equipment and data for precision agriculture is of special interest. The information collected under this RFI will be used to determine the extent of compatibility between government database systems and the data currently being output by precision agriculture products and areas of concern where government and Industry need to work together to smooth the transition from manual to automated data sharing. C. REQUEST FOR INFORMATION For purposes of the RFI, FSA requests information on formats, standards, and specifications of precision agriculture systems, especially related to GPS and GIS accuracy and data. Please note in your response if any information, data, or other items are proprietary or in anyway not shareable or releasable in reports, presentations, RFPs, or discussions generated from the responses to this RFI. Please respond to the following subjects: 1. Specified input, output, and operational data formats (vector, raster, tabular, other). 2. Data or operational file sizes, data transfer requirements, number and type of files needed for the system, and network or wireless connections and formats. 3. Government or industry standards that are used or required. 4. Compatibility with other systems. Is the data in a proprietary or open format? 5. Data schema for standard output. 6. Current or planned enhancements to the systems or data output capabilities. 7. Horizontal, vertical, linear, and area accuracy requirements and formats. 8. Real-time or post processing accuracy requirements and methodologies. 9. In addition to GNSS (GPS and GLONASS) are government or commercial signals required to achieve specified accuracy? 10. Can sample data be provided for evaluation and testing? D. INSTRUCTIONS TO RESPONDENTS Responses to this RFI are due no later than 4:30 P.M. (Mountain Daylight Time) on April 04, 2014. Please submit responses electronically to michelle.clifford@slc.usda.gov The following instructions establish the acceptable minimum requirements for the format and content of the responses: - Please address all questions and include feedback on all related topics. In addition, please feel free to provide other recommendations or suggestions on related subjects or issues. - The electronic copy of your responses must be in an Adobe Systems(R) PDF (Portable Document Format) format and readable by the Adobe Acrobat Reader(TM). - The first page of the submission must state the RFI title and provide the name, e-mail address, and telephone number for the individual that can be contacted for clarification or questions regarding this submission. - To aid in Government review, the total pages for the entire submission should be limited to not more than 10 pages, excluding attachments or sample data and file size should not exceed 20 MB. Please contact us in advance if additional pages or larger file size is needed. - Any proprietary data that is included in the response must be marked appropriately at the paragraph level (page level is acceptable for full page table, graphs, etc). Any response marked proprietary at the document level will not be considered. E.
