- SYNOPSIS This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. This is an annual synopsis to re-compete pricing on N00164-11-G-BT06. Naval Surface Warfare Center (NSWC) Crane Division anticipates award of a Basic Ordering Agreement (BOA) to one or more vendors which will be used to order compressed gases delivered as cylinder and/or bulk, associated handling, associated hardware, accessories and associated data to support the operations of the Naval Surface Warfare Center, Crane Division (NSWC Crane), Glendora Lake facility, Naval Support Activity (NSA), and other Government agencies located on the NSA Crane facility. The Procedures at FAR part 12 Acquisition of Commercial Items will be utilized. The number of cylinders is dynamic. The current number is between 1480 and 1625 contractor owned cylinders on center at approximately 100 different locations. There are 47 Government owned bulk tanks and 1 contractor owned bulk tank. Split awards may be made. The Government will solicit pricing for job orders to be issued during year three, subsequent annual pricing will be solicited prior to the awarded BOA anniversary date, on an annual basis, which may result in additional BOA awards for each subsequent year. The award decision(s) will be based on best value to the Government, evaluation criteria past performance and price with past performance being more important than price. Past performance will be evaluated on the contractor's ability to demonstrate past experience on similar requirements. Delivery requirements will be 3 work days after order placement or in case of emergency 24 hours after order placement. Delivery will be FOB Destination, NSWC Crane, Crane, IN 47522-5000. Inspection and acceptance will be at destination. Note: This is a 100% Small Business Set Aside. All amendments to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor the FedBizOpps for amendments that may be issued to this synopsis. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
