Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Center for Environmental Health Research (USACEHR) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i) with Qiagen, 27220 Turnberry Lane, Suite 200, Valencia, CA 91355-1005, for the procurement of Midi Kit, miRNeasy Kit, and Quantitech Kit. Specifically the government will purchase the following items:: Rneasy Midi Kit (50)(catalog 75144), quantity 2 (two) miRNeasy 96 Kit (4)(catalog 217061), quantity 2 (two) QuantiTect Reverse Transcription (400) (catalog 205314), quantity 2 (two) These items are required to maintain the scientific integrity of an ongoing research project. The above kits have already been used for RNA isolation and cDNA synthesis for a number of samples in an ongoing study, and identical reagents are required to maintain consistency across all samples. The reproducibility of DNA microarrays and qPCR are highly dependent on the quality of the RNA and cDNA and is highly sensitive to the methodologies used to isolate and synthesize the molecules. Purchase of reagents from another company may introduce variability to the study that would render the study unusable. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 employees. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
