Description
Update to Announcement on March 20, 2014: Questions and Answers are attached. The due date for responses to this market survey remain unchanged. ============================================== Original Announcement Posted on March 5, 2014: 1. Introduction/Purpose The Federal Aviation Administration (FAA) has a requirement for Independent Data Analysis and Solution Development (IDASD). The requirements of this procurement include providing support and analysis to Standard Terminal Automation Replacement System (STARS) and Common Automated Radar Terminal System (CARTS) as outlined on the attached draft Statement of Work (SOW). The period of performance is anticipated to be four (4) years from the date of contract award. 2. Incumbent Contractor These services are currently being performed under DTFAWA-12-C-00039 by Arcon Corporation located at 260 Bear Hill Rd., Suite 200 in Waltham, MA. 3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time. The FAA anticipates the procurement to be set-aside for competition among small business concerns. This determination for the level of competition will be based on the results of this market survey. Please note: Based on the current FAA guidance to utilize existing multi-award vehicles whenever practicable, the responses to this announcement will be a determining factor regarding whether the use of an existing multi-award vehicle is appropriate. 4. Standard Language (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense 5. North American Industry Classification System (NAICS) Code The projected NAICS code for this requirement is 541512 - Computer Systems Design Services with an applicable size standard of $25.5 Million. 6. Submittal Requirements for Market Survey Interested companies are required to submit the following: (a) Capability Statement: Submit a summary of your firm ™s capability in meeting the FAA ™s requirement as described in the attached Draft SOW. This statement should not exceed five (5) pages in length. Please include the following: (i) comments on the requirement (where appropriate), (ii) technical approach, (iii) corporate experience with this type of work, (iv) any additional information to assist the FAA in planning the acquisition strategy (v) if your firm cannot demonstrate capability in meeting any task area, provide a plan for doing so (b) Business Declaration: Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable. 7. Delivery of Submittals Interested companies must submit their response to this market survey electronically to the Contracting Officer at daniel.farrell@faa.gov by no later than 5 PM (EST) on March 26, 2014. All questions regarding this market survey must be submitted via email to the Contracting Officer. 8. Other (if applicable) (a) The FAA will not be conducting a pre-proposal conference and/or a site visit prior to submittals in response to this market survey announcement. (b) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. (c) The FAA anticipates releasing the RFO/SIR in May 2014. The planned contract award date is September 2014. 9.
